HARRISBURG, Sept. 29 – State Reps. Carol Hill-Evans, Tina Davis, Kyle Mullins and Eddie Day Pashinski held a news conference at the state Capitol this week to unveil a House resolution designating Sept. 15–21, 2025, as Diaper Need Awareness Week in Pennsylvania. According to the National Diaper Bank Network, one in two families struggles to provide enough diapers to keep their children clean, dry and healthy. Nearly one in four parents report missing work or school because they cannot afford the diapers required to place their child in childcare. For older adults, the need is just as urgent. Adult incontinence products can cost up to $1,000 annually and are not covered by Medicare or many private insurance plans. The Western Pennsylvania Diaper Bank reports that adult diapers cost nearly three times more than infant diapers, placing enormous strain on seniors with low or fixed incomes. “In my home district in the City of York, year after year I see volunteers, nonprofits, churches, and even businesses answer the call to donate and distribute diapers,” Hill-Evans said. “Their compassion inspires me and reminds me that Pennsylvanians are ready to help; they just need their government to stand with them. I’ve once again introduced legislation, House Bill 1417, to create a state grant program to help organizations that already distribute diapers and incontinence products, meaning we Read more

HARRISBURG, July 1 – State Rep. Tina Davis announced today the House has passed her bipartisan legislation, which would establish the Redevelopment Authority Startup Loan Program to combat property blight and spur revitalization in communities across the Commonwealth. The bill now heads to the Senate for its consideration. “This is a major step forward in giving our local communities the tools they need to address blight and revitalize neighborhoods,” Davis said. “I’m grateful to my colleagues on both sides of the aisle who supported this legislation. This is a smart, sustainable investment in Pennsylvania’s future.” House Bill 1574 —co-sponsored by lawmakers from both parties—would create a revolving loan fund under the Department of Community and Economic Development. The fund would provide low-interest, long-term loans—up to $500,000—to county redevelopment authorities to acquire, rehabilitate and return blighted residential or commercial properties to productive use. The program is modeled after a highly successful initiative in Bristol Township, Bucks County, which, following a 2016 startup investment, has already led to the rehabilitation of 35 residential properties and sparked over 100 additional private-sector redevelopment projects—all without requiring further government funding. “This bill leverages what Read more

HARRISBURG, June 23 – State Rep. Tina Davis today announced the Pennsylvania House of Representatives has passed her legislation that would require municipalities to notify residents when changes to flood plain classifications occur — a crucial step toward better protecting homeowners and communities from flood risks. “As we’ve seen in Bucks County and across the Commonwealth, flooding can strike with little warning and isn’t confined to traditional high-risk zones,” Davis said. “Our landscapes are constantly evolving, and so is the information provided by FEMA. When a property’s flood risk changes, homeowners deserve to know.” House Bill 1282 mandates that municipalities provide written notice to property owners if their flood plain status changes, based on updates from the Federal Emergency Management Agency. The notice must include: Confirmation that a change in flood plain classification has occurred. Contact information for the National Flood Insurance Program. The name and contact details for the municipality’s designated flood plain administrator. Davis said the bill empowers residents with the knowledge they need to make informed decisions about insurance coverage, home safety measures, and emergency preparedness. “This legislation is about transparency and giving people the Read more

HARRISBURG, May 21 – State Rep. Tina Davis and Sen. Steve Santarsiero today announced a $400,000 state grant awarded to the Bristol Township School District for the Armstrong Middle School Solar Project. The funding, provided through the Solar for Schools Grant Program, will help lower energy costs and support renewable energy use at Armstrong Middle School. The Solar for Schools Grant Program , established in July 2024, aims to reduce the financial burden of installing solar energy systems in educational institutions across Pennsylvania. Eligible entities include school districts, intermediate units, charter schools, technical schools and community colleges. Funding may be used for the purchase and installation of solar equipment, permit fees, energy storage and utility interconnection. “Projects like the Armstrong Middle School Solar Project show how public schools can lead the way in clean energy innovation,” Davis said. “Not only will this grant help lower energy costs, but it also provides an educational opportunity for students to learn about sustainability and the importance of environmental stewardship.” “This state investment in solar for Armstrong Middle School highlights Bristol Township School District’s commitment to energy efficiency and fiscal responsibility,” Santarsiero said. “I applaud Governor Shapiro’s cutting-edge approach to Read more
