Supporting our workers and small businesses

The House just passed a plan to make Pennsylvania’s tax system work better for everyone — not just big corporations and special interests.

 

House Bill 1610 is all about supporting workers, small businesses, and communities while making taxes fairer and helping Pennsylvania stay competitive.

 

Here’s what it does:

  • Closes loopholes that let big corporations avoid paying their fair share, so small local businesses and everyday workers aren’t left carrying the load
  • Makes sure companies report all the income they make in Pennsylvania — no more hiding profits in other states
  • Cuts the Corporate Net Income Tax faster than planned, bringing it down to 4.99% by 2029 to encourage more businesses to invest and create jobs here
  • Helps businesses avoid getting taxed twice when they pay income taxes in other states
  • Gives nearly a million working families a boost with a state tax credit worth 30% of the federal Earned Income Tax Credit
  • Removes state income tax on up to $20,000 of overtime pay — a big help for hourly workers who rely on extra hours to get by
  • Allows tipped workers to keep all their tips without state income tax taking a cut

 

Now this bill moves on to the Senate as part of the budget talks. It’s a big step toward a tax system that’s fair for all Pennsylvanians.

 

 

A flood of concern for property owners

The Pennsylvania House has passed my bill which would require municipalities to notify property owners when their flood plain status changes based on updated FEMA data.

 

Flooding is a growing concern across Pennsylvania — not just in traditionally high-risk areas. Our landscapes are constantly evolving, and flood risks can shift. When that happens, property owners deserve to know.

 

Currently, municipalities receive this information from FEMA, but residents often do not.

 

My bill ensures that homeowners are kept in the loop by requiring written notice when their flood plain classification changes. The notice would include:

  • Confirmation of the change
  • Contact information for the National Flood Insurance Program
  • Contact details for the municipality’s designated flood plain administrator

 

This legislation is about transparency and preparedness. It gives residents the opportunity to take action — whether that means updating insurance, making safety improvements, or planning for emergencies.

 

House Bill 1282 now heads to the Senate, and I’ll keep working to get it across the finish line.

 

 

Fake inheritance scheme targeting older Pennsylvanians

The Shapiro Administration is warning residents — particularly older adults — about a new scam where fraudsters pose as state employees using fake emails to solicit money under the false promise of an inheritance.

 

Scammers are:

  • Spoofing email addresses to appear as though they are from official Commonwealth agencies
  • Pressuring victims to pay upfront fees through legitimate financial institutions
  • Claiming the money is required to release a large inheritance from a distant relative

These scams can result in the loss of life savings and cause severe emotional and financial harm.

 

Tips to protect yourself and your loved ones:

  • Do not respond to suspicious emails, phone calls, or texts
  • Never share personal or financial information with unknown contacts
  • Verify that official emails end in @pa.gov
  • Consult with a trusted family member, advisor, or local agency before taking any action

  • Report the incident to the PA Insurance Department or Department of Banking and Securities at 1-866-PA-Complaint or online at pa.gov/consumer
  • Contact the Pennsylvania Attorney General’s Office at 1-800-441-2555

Scammers rely on fear and secrecy. Staying informed and speaking up is the best defense.

 

 

More health care jobs, better access to care in PA

Starting July 7, Pennsylvania will fully implement three critical interstate health care compacts — opening up more job opportunities for doctors, nurses, and physical therapists, and expanding access to care across our Commonwealth.

 

This is a major step forward for both our health care workforce and Pennsylvania patients.

 

By easing the process for licensed professionals to practice across state lines, we’re helping to:

  • Fill workforce shortages in hospitals, clinics, and care facilities
  • Improve access to care in underserved and rural communities
  • Support health care workers by removing unnecessary licensing barriers

 

These compacts are part of a broader effort to strengthen Pennsylvania’s workforce. With increased investments in career and technical education (CTE), more students are gaining hands-on experience and earning industry-recognized credentials in fields like health care, IT, and skilled trades — setting them up for in-demand careers right here in Pennsylvania.

  • Over $65 million in new state funding has been invested in CTE and apprenticeships since 2023
  • The proposed 2025–26 state budget includes an additional $5.5 million to grow these programs
  • CTE programs help students earn college credits and certifications while still in high school
