My continued advocacy for expanding Pennsylvania’s state Child and Dependent Care Enhancement Tax Credit Program led to a win for working parents paying for child care or care for family members who are elderly or living with disabilities. This week, the House and Senate voted to more than triple the state tax credit to help working families get – and pay for – quality care. Read more
The bill creates important protections, including restricting shackling and solitary confinement; providing trauma informed care training of corrections officers interacting with pregnant and postpartum women; and providing up to three days of post-delivery bonding time between a mother and newborn child, among other protections. As the number of pregnant or postpartum incarcerated women rise, we must ensure they have the support that they and their babies need. Read more
Studies have shown that solitary confinement has led to greater psychological issues for incarcerated individuals, making it more difficult for them to be rehabilitated and reintroduced into society. This puts a stress on the social services system and leads to a higher recidivism rate.” Read more

The House passed House Bill 612, providing a 7% increase in funding to Penn State University, the University of Pittsburgh, and Temple University and a 25% increase in funding for Lincoln University. The bill also freezes tuition increases at the universities for the 2024-25 school year. HARRISBURG, Oct 4 – State Reps. Tina Davis, D-Bucks, and Melissa Shusterman, D-Chester, highlight the inclusion of a child and dependent care tax credit program in the House tax code bill which was passed Tuesday. This provision expands Pennsylvania's Child and Dependent Care Enhancement Tax Credit by increasing the percentage taxpayers can claim as well as increasing the allowable expenses. “Families are faced with steep childcare costs and difficult decisions,” Davis said. “This bill will provide a much-needed tax break to families throughout the commonwealth. Our children deserve exceptional childcare, and parents should be able to provide it without worrying about breaking the bank.” Shusterman echoed Davis’ comments. “Here in the commonwealth, childcare for one child averages $12,000 a year, often more,” Shusterman said. “The hardworking parents of Pennsylvania do not deserve to be priced out of childcare and in turn, being denied the opportunity to work year-round.” Sept. 30 was the end of pandemic-era federal aid to childcare providers. For many providers, stuck in the middle between pricing pressures and rising costs, this aid was the one thing keeping them open. Now, parents are facing a childcare cliff as nearly 3,000 Pennsylvania childcare programs are expected to close in the near future, impacting over 152,000 of the commonwealth’s Read more

PHILADELPHIA, July 31 – On the first stop of a statewide tour, educators, advocates, labor leaders and concerned parents joined members of the Pennsylvania House Majority Leadership team and the House Majority Policy Committee in seeking answers to repair and reform funding for public schools. “This is not a Republican issue or a Democratic issue, and it is not a city issue or a rural issue – it’s a Pennsylvania issue,” Speaker of the House Joanna McClinton, D-Phila./Delaware, said. “Equitably funding schools is about investing in Pennsylvania’s future and ensuring that every student regardless of the neighborhood they live in has the tools to thrive academically, socially, and civically. Our state’s future starts now, and it’s time to equitably and adequately fund our public schools.” A Commonwealth Court judge ruled in February the state fell short of its constitutional obligation to students in the most underserved school districts , violating students’ rights to a “comprehensive, effective, and contemporary” education. “In Pennsylvania, we have teachers being tasked with leading but lacking even the basic supplies needed to succeed,” Majority Leader Matt Bradford, D-Montgomery, said. “We have schools unable to hire enough counselors and nurses to serve the needs of its children. We have told generations you can achieve if you excel in Read more
