I’m excited to share that the PA House has passed my bipartisan legislation to establish the Redevelopment Authority Startup Loan Program—based on a highly successful initiative right here in Bristol Township.

 

Back in 2016, a startup loan helped Bristol Township rehabilitate 35 residential properties and sparked over 100 private redevelopment projects—all without needing additional government funding. This new program will bring that same success to communities across Pennsylvania.

 

House Bill 1574 would create a revolving loan fund through state, offering low-interest, long-term loans—up to $500,000—to county redevelopment authorities. These loans would help acquire, rehabilitate, and return blighted residential and commercial properties to productive use.

 

This legislation empowers local leaders to revitalize neighborhoods that have long been left behind, creating sustainable growth for years to come. I look forward to working with the state Senate to get this bill signed into law.

 

 

Protecting consumers against excessive overdraft fees

Good news for consumers — the Protecting Your Accounts Act (HB 1553) passed the House and is now heading to the Senate.

 

This bill takes important steps to protect working families and seniors from excessive bank fees, while still allowing banks to recover reasonable costs.

 

Here’s what it does:

  • Caps overdraft and non-sufficient funds fees at $15 or the actual cost of processing the transaction, whichever is lower.
  • Stops penalties for declined transactions, so you're not charged just because your card gets denied.
  • Prioritizes people over profits, especially during a time when the cost of living continues to rise, and unexpected expenses are harder to manage.

 

The Consumer Financial Protection Bureau estimates this kind of reform could save Americans around $225 a year — money that should stay in your pocket and not go toward excessive fees.

 

In 2024, two major banks alone collected over $1 billion in overdraft fees — that’s money taken directly from individuals and families who could least afford it.

 

Telling people to “just switch banks” isn’t realistic for those living paycheck to paycheck. On top of that, some banks reorder transactions to maximize overdraft charges, making a difficult situation even worse.

 

House Bill 1553 is about restoring fairness and trust. Your financial institution should safeguard your money — not chip away at it with hidden fees.

Friday, July 4 is Fish-for-Free Day in Pennsylvania. Courtesy of the Pennsylvania Fish and Boat Commission, anyone — resident or visitor — can fish without a license.

 

Whether you’re trying fishing for the first time or you’re a seasoned angler, it’s a great chance to enjoy Pennsylvania’s beautiful waterways. Just bring your own gear, follow all regular fishing regulations, and have fun.

 

?? Important: A Do Not Eat advisory is in effect for all fish caught in Neshaminy Creek, according to the Pennsylvania Department of Environmental Protection. Be sure to fish responsibly and stay up to date on local advisories.

Fireworks Safety Tips 

Our Bucks County neighbors at the Newtown Borough Police Department have shared important fireworks safety tips for the holiday. Here's what you need to know:

 

? Legal Fireworks

  • Residents 18+ can purchase and use consumer-grade fireworks like Roman candles, firecrackers, and bottle rockets.
  • Display fireworks (like large aerial shells) require a permit and can only be used by professionals.

?? Restrictions:

  • Cannot be used on public or private property without permission.
  • Must stay at least 150 feet from buildings or vehicles.
  • Cannot be aimed at people or used while under the influence.

?? Safety Tips:

  • Buy only from licensed vendors.
  • Follow manufacturer instructions.
  • Keep water or a fire extinguisher nearby.
  • Never hold fireworks in your hand or light them near your body.
  • Supervise children — sparklers burn at 2,000°F.
  • Only light one firework at a time.

SEPTA Service for Philly’s Welcome America Festival

Heading into Philadelphia for Welcome America? SEPTA is adding extra service to help you get to and from the city safely.

??? Friday, July 4:

  • All SEPTA modes run on a Sunday schedule (except Routes 204, 310, 311, and LUCY — they won’t operate).
  • Late-night Regional Rail service from Jefferson, Suburban, and 30th Street Stations.

The Welcome America festival includes free concerts, fireworks, museum days, outdoor movies, and more — ending with a grand fireworks finale on the Ben Franklin Parkway.
