The 2018-2019 Low-Income Home Energy Assistance Program – LIHEAP – is accepting applications for heating assistance grants. LIHEAP offers cash grants of $200 to $1,000 that are sent directly to the utility company to defray heating costs for eligible households, and crisis benefits of up to $600 for households in immediate danger of being without heat. Remember: These are grants and do not have to be repaid. This season’s income guidelines for both LIHEAP cash and crisis grants are $18,210 for an individual, $24,690 for couples and increases for each additional person in the household. HARRISBURG, Oct. 22 – In hopes of creating a safety net for commonwealth residents affected by and prone to landslides, state Rep. Anita Astorino Kulik, D-Allegheny, currently has a bill in the House of Representatives geared toward creating a Landslide Insurance and Assistance Program. Kulik’s measure is a companion bill to S.B. 1131 , which was introduced by state Sen. Jay Costa, D-Allegheny. “Landslides are a significant geological hazard throughout the commonwealth and have caused millions of dollars in damage this year alone to western Pennsylvania,” Kulik said. “Sadly, this type of disaster typically is not covered by most insurance policies and can leave families with insurmountable financial and emotional damage. It’s because of this that I’ve introduced a bill that calls for the establishment of the Landslide Insurance and Assistance Program, which would give victims the help they need.” Kulik’s H.B. 2743 looks to establish the Landslide Insurance and Assistance Program within the Pennsylvania Emergency Management Agency. It is intended to provide sound insurance coverage to homeowners, as well as assistance to local governments that wish to mitigate the risk of landslides within their communities. HARRISBURG, Oct. 12 – Robinson Township was awarded a $244,726 Recycling Development and Implementation Grant from the Pennsylvania Department of Environmental Protection, said state Rep. Anita Kulik, D-Allegheny. The grant can be used for a number of things. Funding eligibility is allocated for expanding recycling processing facilities, installing data collection systems on recycling vehicles, continuing or creating curbside recycling programs, developing educational materials or operating leaf compost facilities. “I’m happy to announce this funding that will play a big role in making the 45 th Legislative District a cleaner, more environmentally friendly community within the commonwealth,” Kulik said. “Recycling is something we should all practice here in Pennsylvania, and I’m proud to say my district has and will continue to enhance our recycling initiatives thanks to this funding.” Nearly 200 county and municipal governments were awarded grants for recycling collections, education and leaf litter pickup. HARRISBURG, Oct. 5 – State Rep. Anita Kulik, D-Allegheny, today announced two local school districts were awarded $100,000 in state funding from the Pennsylvania Department of Education’s competitive Safe Schools Targeted Grant program. “Funding for this initiative was a must-have,” Kulik said. “The safety of our children is a top priority for me and legislators across the state, especially when it comes to school safety. This funding will ensure our students – our children – are worried only about finishing their assignments, not an active-shooter situation.” The funding, geared toward creating a safer environment for students, will be used for numerous initiatives covered under the grant program, including programs to prevent and reduce violent incidents; purchasing security/safety-related equipment; training and compensation for school resource officers; and training and compensation for school police officers, who are directly employed by school districts. The school districts that received funding include: Cornell School District received $60,000 for the training and compensation of school resource officers during year one of the 2018-19 fiscal year. The Bradley Center’s Bradley School was awarded $40,000 for the training and compensation of school police officers. HARRISBURG, Sept. 19 – State Rep. Anita Kulik, D-Allegheny, today announced that the Commonwealth Financing Authority awarded the 45 th Legislative District $842,851 in state grants. “I’m happy to announce this generous funding to the 45 th Legislative District,” Kulik said. “The allotted funding will benefit the entities that requested the funding, and it surely will make a positive impact across our community.” The grants are for the following: The Redevelopment Authority of Allegheny County received $175,000, which will be used to renovate the Carnegie Science Center’s main entrance. The entrance currently is not ADA-compliant, but this project will rectify the problem. Renovations include the demolition of 27,500 square feet of sidewalk; the installation of a drop-off lane and bridge/ramp; concrete and asphalt paving; concrete curbing, walls and stairs; stainless steel handrail; curb stops; ADA tactile warning surface; line paint; wiring; drainage; plantings; and light columns. Coraopolis Water and Sewer Authority was the recipient of $217,851. Some of that money – $17,851 – will be used to conduct an Act 537 Plan Special Study to address wet weather issues and combined sewage overflow compliance in the existing sewer system that services Coraopolis Borough. CARNEGIE, Sept.5 –State Rep. Anita Kulik, D-Allegheny, today hosted a House Democratic Policy Committee public hearing at the Carnegie Borough Municipal Building on Small Business Development. Kulik was joined by state legislators from across the commonwealth. The committee discussed the importance of small business development and growth across the commonwealth. “Today’s hearing was a great discussion on the need to focus on and develop small businesses across Pennsylvania,” Kulik said. “Small businesses have been the backbone to local communities for decades, despite their decline in recent years. This hearing was a big step in the right direction as we look to revamp small businesses across the state.” The committee heard testimony from Carol Kilko, deputy secretary of business financing for the Pennsylvania Department of Community and Economic Development; and Gerald Ferguson, associate professor of business at the Community College of Allegheny County. ALLEGHENY COUNTY, Aug. 14 – State Rep. Anita Kulik, D-Allegheny, is reminding drivers that the Fleming Park Bridge (Neville Road) was closed for repairs effective Monday, Aug. 13 and is not expected to reopen until June 2019. Kulik said the bridge runs over the Ohio River between Neville Island and Stowe Township. The rehabilitation project includes fixing structural steep repairs, such as expanding dam replacements; an overlay on the concrete deck; and sidewalk replacement and painting, according to the Allegheny County Department of Public Works. Due to construction, Bus Route 21 Coraopolis buses will be re-routed via State Route 51 between Coraopolis and Stowe townships. The county and project contractor Mosites Construction will provide a free pedestrian shuttle at the Neville Island Bridge. Shuttle locations include: Neville Road, where it intersects with the industrial driveway at the northern part of the closure. The intersection of Fifth and Montour streets. This will serve as the first-drop off where passengers can transfer from the shuttle to Bus Route 21 Coraopolis. The intersection of Fourth and Arch streets. This is the last drop-off where passengers can transfer from the shuttle to Bus Route 21 Coraopolis. Shuttles will be available from 5 a.m. to midnight on weekdays, from 6 a.m. Saturdays through 1 a.m. Sundays, and from 7:30 a.m. to 11:30 p.m. on Sundays.
