I learned through the press that the Receiver for the City of Chester, Michael T. Doweary, had filed a new plan to sell Chester’s water, stormwater and sewer systems. This plan includes the sale of the Chester Water Authority, the public water system that serves half of our district. Today I am working hard to get more information on this plan so I can understand its impact. The plan was filed as part of the Plan of Adjustment the Receiver filed in U.S. Bankruptcy Court for the Eastern District of Pennsylvania as part of the bankruptcy proceedings he filed in November 2022. As kids, teachers and school employees across Delaware County prepare to go back to school, I wanted to highlight a few education-related health and safety initiatives I voted for in the 2024-25 state budget. The budget includes $100 million for schools to deliver better mental health supports and physical safety programs to students. The money builds on one-time federal funds made available to ensure schools have resources to provide these services to students and staff. Read more

I’ve been getting a lot of questions about Crozer Chester so an update in our weekly newsletter feels appropriate. This is longer than our usual email updates, but the situation is very complicated. Crozer-Chester Medical Center is located in our district in Upland Borough and I have been getting reports about internal conditions from both employees and patients on the ground since before the COVID pandemic. The Crozer Health system includes Crozer Chester, Taylor Hospital, Delaware Community Memorial (which they closed in 2022) and Springfield Hospital (which they closed in 2022). While the Crozer hospital system is currently owned by Prospect Medical Holdings Inc., the California hedge fund that bought the system in 2016, they have been under orders by the courts to sell to a non-profit within a 270-day window that started on February 1st. I’ve been working closely with Delaware County Council, the Governor’s Office, the Pennsylvania Department of Health and the Office of the Attorney General to escalate concerns to the appropriate entities as soon as I receive them. When I travel to the Capitol, I am privileged to work in one of the most beautiful historic buildings in our nation. When President Theodore Roosevelt attended the dedication of the Pennsylvania Capitol on Oct. 4, 1906, he said, "This is the handsomest building I ever saw." Month after month, the Capitol building in Harrisburg has many visitors from our district. Three young women from Girl Scout Troop 5229 in Wallingford had the chance to visit the Capitol and take a tour last week. It included a stop in my office! Read more
HARRISBURG, Aug. 1 – State Rep. Leanne Krueger, D-Delaware, today announced that $546,218 in state grant funding is headed to Aston Township for upgrades to traffic signal equipment at the Five Points intersection. The funding comes from the Pennsylvania Department of Transportation’s Green Light Go grant program, which reimburses municipalities for upgrades to improve the efficiency and operation of existing traffic signals. Krueger voted for the funding that was made possible for the township in the 2024-25 state budget. “I am delighted to help bring money back to the communities I represent for projects that will enhance public safety and ensure modern equipment for our municipalities,” Krueger said. “Congratulations to Aston Township officials for their continued advocacy for funding to make needed upgrades at Five Points. It’s partnerships like that that help our communities thrive.” A complete list of grant recipients, project descriptions, and the amount of state investment is available on the Pennsylvania Department of Transportation’s website . HARRISBURG, June 25 – Landmark legislation that would add state-level protections for contraceptive access ( H.B. 1140 ) was approved by the Pennsylvania House of Representatives today, according to the bill’s sponsor, state Rep. Leanne Krueger. Krueger, D-Delaware, said efforts by extreme, anti-choice legislators and activists to deny people’s access to safe, proven and FDA-approved contraceptive methods to prevent pregnancy and treat other medical conditions prompted the need for this legislation that she has introduced every session since 2020. She said the legislation became more crucial when the U.S. Supreme overturned Roe v Wade in its 2022 Dobbs decision and gave each state the authority to decide women’s reproductive rights. "Contraception is health care, plain and simple, and no one but a woman and her doctor should decide what medical care she has the right to receive," Krueger said. “Pennsylvania currently has no protections in state law for contraceptive access, so attacks at the federal level jeopardize our access. This bill received unanimous approval in committee and passed with a bipartisan vote of 133-69 in the House. Today’s vote is an important first step to ensuring access to contraception for all Pennsylvanians who need, want and deserve it.” The bill would require all health insurance policies in Pennsylvania to provide coverage for all FDA- approved Read more
