Krueger secures over $1.1 million in state funding for local projects

HARRISBURG, Oct. 22 – State Rep. Leanne Krueger, D-Delaware, today announced that over $1.1 million in state grant funding is headed to her legislative district to support local projects. “Bringing our tax dollars back home to the communities I represent is one of my top priorities as a state legislator,” Krueger said. “I advocated for state funding for these projects to provide better municipal services and recreational opportunities, along with providing equipment that will increase levels of transparency and trust between police and the community. These grants represent strong partnerships between my office and local officials. This teamwork allows us to pool resources and drive progress to ensure that local needs are being addressed.” Grants awarded in Krueger’s 161 st Legislative District include: $600,000 to Aston Township for a new police and municipal complex building in the center of town. The grant will help fund the construction phase of a two-story, 21,735 square-foot building to include parking lots, vehicle shelter, site demolition, work with the foundation, building construction including walls, roof, windows and doors, utilities, electrical and IT infrastructure, stormwater controls, interior and exterior lighting, sidewalks, landscaping, restrooms, emergency sprinklers, and HVAC system. NEWLY LISTED PROGRAMS Department of Community and Economic Development: Global Access Program (GAP) Who May Apply: Pennsylvania companies that meet specific criteria (criteria available at link below) Use: Valid uses include: overseas and domestic trade show participation, overseas trade mission participation, foreign market sales trip, subscription to US DOC services, translation/interpreter fees, website internationalization, shipping sample products, and compliance testing. Funds: $800,000 in grant funding is available. Companies are eligible to receive up to $10,000 grants. Application Deadline: Applications will be accepted until funding is depleted. More information: DCED website Department of Environmental Protection: Orphan Well Plugging Grant Program Who May Apply: Qualified well pluggers Use: Funds are to be used to plug orphaned gas wells. Funds: Grants of $40,000 are available for plugging wells 3,000 feet deep or less. Grants of up to $70,000 are available for plugging wells deeper than 3,000 feet. Application Deadline: Applications will be accepted until funding is depleted. Capitol Rally to Save Chester Water Authority

Last week, SAVE CWA brought folks from Delco and Chester County to the state Capitol to oppose the proposed RFP or sale of the Chester Water Authority. I met with Kathy Maffei and Brian Murphy from Aston Township and shared an update on our legislative attempts to reform or repeal Act 12 and keep CWA as a public asset. I also spoke with a number of CWA employees in the halls of the Capitol. I let them know that two weeks ago, I and a small group of legislators from the CWA service area met with Governor Shapiro and the Secretary of the Department of Community and Economic Development. I made it clear that I oppose the sale and want CWA to remain a public entity. The Governor listened to our concerns, and it was a positive conversation. Read more

 

Make Sure to Safely Return Your Mail-In Ballot in Delaware County

Highlighting broad-based support for contraception access

The House returned to session this week to work on the fall agenda that will finish out the 2023-24 legislative session, which ends Nov. 30. Over 399 bills have passed the House and only 92 bills passed the Senate, so we’re working hard to get some of our top priority bills over the finish line before the clock runs out. One of the issues that the Senate has not yet acted on is all of our attempts to protect reproductive rights in Pennsylvania. My Contraceptive Access for All bill (H.B. 1140) passed the House in June with broad bipartisan support. This bill would protect access to contraception for women and families by requiring all insurance policies in Pennsylvania to provide coverage for all FDA- approved contraceptive drugs, devices, products and services, including emergency contraception and over-the-counter oral contraception. There are currently no protections in Pennsylvania state law for contraceptive care. Read more

Use: To develop competitive sites for businesses to relocate or expand within Pennsylvania. Funds: $400 million in funding is available. Application Deadline: Applications are accepted on a rolling basis and approved on a quarterly basis More information: DCED Website Department of Transportation: Multimodal Transportation Fund (MTF) Who May Apply: Municipalities, councils of government, businesses, economic development organizations, public transportation agencies, ports and rail freight entities. Use: To improve transportation assets that enhance communities, pedestrian safety, and transit revitalization. Funds: The MTF requires a 30% match of the amount award. Awards are available for projects with a minimum cost of $100,000 and no more than $3,000,000. Free License Plate Replacement Event

Is your license plate hard to read, damaged or peeling? Don’t get fined for driving with an illegible plate! My team and I are helping neighbors replace their damaged license plates for free! Join us on Tuesday, Oct. 8 from 4 p.m. to 6 p.m. at Aston Township Fire Department. Local law enforcement will be onsite to determine if your plate needs to be replaced. Drivers must bring an unexpired Pennsylvania driver’s license and current vehicle registration card. New plates are not issued at this event. NEWLY LISTED PROGRAMS Office of the State Fire Commissioner: Fire Company and Emergency Medical Services Grant Program Who May Apply: All fire companies, emergency medical services, and volunteer rescue squads Use: Eligible projects include but are not limited to facility renovations, equipment purchases, debt reduction, training, education, and recruitment and retention. Funds: Awards may range from $2,500 to $20,000 for fire/rescue companies and $2,500 to $15,000 for EMS companies. Application Deadline: October 20, 2024 More information: OSFC Website Drug and Alcohol Programs: Substance Use Disorder Drop-In Centers Who May Apply: Applicant must have at least two years of experience as of July 1, 2024, in providing SUD prevention, intervention, harm reduction, treatment, or recovery support services, drop-in center services or relevant services and shall have the capacity to provide SUD drop-in center services to individuals with opioid use disorder (OUD) and other concurrent SUD. Use: DDAP will provide funds from the Opioid Settlement to drop-in centers or other human service organizations looking to expand their community-driven harm reduction support services to increase overdose prevention and linkage to SUD treatment and recovery support services. Krueger to host free record expungement clinic Thursday, Sept. 26

BROOKHAVEN, Sept. 16 – State Rep. Leanne Krueger, D-Delaware, will host a free Clean Slate Expungement Clinic with Legal Aid of Southeastern Pennsylvania beginning at 6 p.m. Thursday, Sept. 26 at Brookhaven Municipal Center. Attorneys will be available to provide information and discuss options that may be available for clearing a person’s criminal record. If expungement is not an option, additional resources will be available. Registration for the free clinic is required . Interested residents can ask a question or sign up for appointments, which start at 6 p.m., by calling Krueger’s office at 610-534-6880 or emailing RepKrueger@pahouse.net . People seeking expungement would need to bring case information, including a copy of court records and orders, and must not currently be in violation or on probation/parole. Krueger said Pennsylvania became the first state in the nation to pass a bipartisan clean slate law in 2018. She said lawmakers have since worked together to improve it, most recently passing Clean Slate 3.0, which took effect in February. “Clean slate laws recognize that people make mistakes, but those mistakes should not prevent them from securing housing, education or employment when they’ve turned their lives around,” Krueger said. “I want to make sure that people know there are new options to seal minor offenses that might be keeping them from moving forward with their lives. Use: A flexible tool for use in community and economic development for a variety of uses including planning activities, façade grant programs, business improvement grant programs, accessible housing programs, and district development grants. Funds: $20 million was allocated for this program in the 2024/25 budget. Individual grant awards vary depending on the type of grant. Chester Water Authority update, celebrating state investment in schools and more in this week's email to constituents

I know that many of our neighbors are closely following what’s happening with the Chester Water Authority. Last Monday I found out that the Receiver for the City of Chester was holding a public meeting on Tuesday evening about his plan to issue an RFP (a public notice that asks for proposals from potential buyers) to sell the Chester Water Authority, along with the city’s sewer and stormwater interests. I showed up to the meeting to show my support for keeping CWA in public hands and keeping rates low for consumers. Chester Township Council President Calvin Bernard also came to the meeting to support keeping the CWA public. Read more

 

Krueger to host Senior Expo Sept. 19

BROOKHAVEN, Sept. 10 – State Rep. Leanne Krueger, D-Delaware, invites area seniors to her annual Senior Expo from 11 a.m. to 1 p.m. Thursday, Sept. 19 at Brookhaven Municipal Center located at 2 Cambridge Road, Brookhaven. Exhibitors from state, county, local and federal agencies, as well as other local vendors, will provide valuable information on services and programs available for seniors. The event will include door prizes and lunch. A flu shot clinic also will be available. Attendees 65 or older also will be able to sign up for their free SEPTA Key Senior ID cards. “We love hosting and celebrating our senior neighbors at this annual event,” Krueger said. “We hope that everyone will walk away with new resources to improve their lives.” Reservations are required for attendance. Delco lawmakers announce facilities improvement grants for local schools

HARRISBURG, Sept. 9 – Chester-Upland, Chichester and Interboro school districts and Delaware County Technical School today were awarded state grant funding to help address environmental hazards in their school buildings, according to state Reps. Carol Kazeem, Leanne Krueger and Dave Delloso, all D-Delaware. Chester Upland School District received $821,912 while Chichester was awarded $1.04 million. Interboro was awarded $290,761. DCTC also received $80,095 for environmental remediation needs in its Aston and Folcroft buildings. The money comes from the state’s Public School Environmental Repairs Program , made possible by funding Krueger, Kazeem and Delloso voted for in the 2023-24 state budget. Grants under the program can be used by schools to fix environmental hazards in their school buildings, including removing lead in water sources and in paint, as well as asbestos and mold removal and remediation. “No student or staff member should have to learn or work in a building full of lead, asbestos and mold, yet this is what many young people and adults across the state -- some right here in Delaware County -- faced with each new school year and for far too long because local tax sources were stretched too thin,” Krueger said. “I fought to include funding to fix and clean up our schools in last year’s state budget and again this year. Non-profits may partner with an eligible applicant to apply on their behalf. Use: Projects in the public interest. Projects that improve the quality of life of citizens in the community. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization. See program guidelines for specific eligible uses of funds. Funds: The PA Race Horse Development and Gaming Act provides for the distribution of gaming revenues through the Commonwealth Financing Authority to support projects in the public interest. Grant requests must be at a minimum $25,000 and no more than $1,000,000. The deadline to register is Monday, Oct. 21. If you have a college student who recently headed back to school, be sure to remind them to request their mail-in or absentee ballot, which can be mailed to either their home address or their college address. West Chester Water Authority Update

I learned through the press that the Receiver for the City of Chester, Michael T. Doweary, had filed a new plan to sell Chester’s water, stormwater and sewer systems. This plan includes the sale of the Chester Water Authority, the public water system that serves half of our district. Today I am working hard to get more information on this plan so I can understand its impact. The plan was filed as part of the Plan of Adjustment the Receiver filed in U.S. Bankruptcy Court for the Eastern District of Pennsylvania as part of the bankruptcy proceedings he filed in November 2022. State support for education and traffic safety

As kids, teachers and school employees across Delaware County prepare to go back to school, I wanted to highlight a few education-related health and safety initiatives I voted for in the 2024-25 state budget. The budget includes $100 million for schools to deliver better mental health supports and physical safety programs to students. The money builds on one-time federal funds made available to ensure schools have resources to provide these services to students and staff. Read more
