Today, the PA House of Representatives approved legislation introduced by state Rep. Regina Young, D-Phila./Delaware, that would increase the fines for violations of the state child labor law. As state legislatures nationwide are weakening their child labor laws, H.B. 118 would ensure that Pennsylvania employers are held accountable for exploiting children by doubling the penalties for a first offense to $1,000, and $3,000 for each subsequent offense. “Our highest duty as legislators should be to protect our most vulnerable people who are unable to protect themselves, especially our children,” said Young following the vote. “Child labor violations are still too common in our state, with too many employers chalking it up to ‘the cost of doing business.’ That is straight up exploitation and unacceptable as we should work to guide and mentor our young people toward gainful employment. These fines have remained unchanged for over a decade as violations increase, so it’s clear they are an insufficient disincentive. Exploitation of children in any circumstance should be abhorrent to all Pennsylvanians. I’m hopeful that these doubled penalties will act as a stronger deterrent to the illegal employment of Pennsylvania’s children.” The bill was approved in the House by a 117-85 vote and now heads to the state Senate for its consideration. Pa. state Rep. Regina Young presented the Tinicum Township Fire Company with a check for over $15,000 to support the brave volunteers of Station 48 in Essington. The grant comes from the Fire Company and Emergency Medical Services Grant Program which is administered by the Office of the State Fire Commissioner and will help with the costs associated with upgrading their river rescue operations. NEWLY LISTED PROGRAMS Commission on Crime and Delinquency: Project Safe and Smart Technical Assistance Who May Apply: Eligibility for these funds is open to any community-based organization, non-profit, for-profit, or educational institution. The applicant must successfully demonstrate their history in providing technical assistance in child sexual abuse prevention programming. Use: To establish a collaboration with the Child Maltreatment Solutions Network (CMSN) at Pennsylvania State University (PSU), including CMSN Affiliate Dr. Kate Guastaferro from New York University (NYU), to provide additional support to the 15 awarded Project Safe and Smart grantees, ensuring the successful implementation of their projects. Funds: A total of $150,000 in state Endowment Act funding is being announced to support this initiative. PCCD expects to fund one (1) grant over the 2-year project period. The PA House will return to session on Monday following three weeks of Appropriations Committee hearings on the 2025-26 budget proposal. It was an enlightening process to speak with the state agencies about how they intend to use their portions of the budget and how their departments work.
