Thanks to PennDOT’s approval of a funding transfer, Pittsburgh Regional Transit can avoid heavy route cuts and fare hikes next year. That’s the good news. A message on school funding, a reminder about a new driving law, and more

Time for a state budget that helps students Students are back in school, but unfortunately, there’s no guarantee that the state will provide local school districts with additional funding this year. The state budget is still being negotiated, and of the two chambers in the General Assembly, only the House has approved a budget bill that sends more money to Pennsylvania schools. House Democrats understand the importance of educating our children, and we recognize that school districts need help managing rising costs. When we passed a budget bill this summer that boosts school funding, the GOP-controlled Senate refused to bring it to a vote. Instead, the Senate approved a bill that provides zero additional dollars to Pennsylvania schools. I will continue to fight for increased school funding in the state budget and will keep working to get it done as soon as possible so that Mon Valley schools have the resources they need to educate our students. Coming together after tragedy strikes the Mon Valley Tragedy struck the Mon Valley last week when an explosion at Clairton Coke Works killed two workers and injured ten others. I extend my deepest condolences to the victims, their families, and everyone affected. I also want to express my heartfelt gratitude to the first responders from across Allegheny County who acted swiftly in the immediate aftermath of the explosion. We are a strong community, but a tragedy like this hits us hard. That is why we look out for one another. I will continue to monitor the multiple investigations by government agencies into the incident, and my office remains available to support anyone affected in any way we can. Urging the Senate to move on the budget, hunting news, and more

Time for the Senate to move on the budget The state budget is late, and a transportation funding plan is idled. That’s causing problems for schools, human services, and transit systems—some are looking to borrow, some are tapping reserves, and some are eyeing service cuts while they wait on the state to approve a spending plan. It shouldn’t be this way. The House approved a budget last month, but the GOP-controlled Senate hasn’t touched it. We also passed a transit funding plan for PRT and other transit systems, but the state Senate hasn’t touched that either. The PA House budget was a compromise plan that scaled back the budget proposal from Gov. Josh Shapiro, and our transportation plan would send more funds to public transit plus road and bridge repairs without raising taxes. Both are reasonable. Protecting older consumers who seek reverse mortgages The PA House has passed a bill to protect consumers by requiring approved financial counseling before an applicant can begin a reverse mortgage loan. Reverse mortgages are typically sought by older residents who want to tap into the value of their home without selling it, but potential drawbacks exist. HB 1466 helps these residents by ensuring they have a realistic picture of the finances involved and fully understand the benefits and risks. Goughnour introduces bill to allow premixed cocktails on tap

HARRISBURG, July 18 – As the liquor industry makes new advancements in distributing and preserving drinks, state Rep. Dan Goughnour, D-Allegheny, has introduced legislation that would allow businesses with liquor licenses to store premixed cocktails on tap, just like beer. Current law prevents licensees from storing premixed cocktails, such as margaritas and mojitos, for more than 24 hours, a requirement that was put in place for health and safety reasons. However, a new product stores these ingredients safely in kegs, which can be kept on tap, and only require the alcohol to be added by the licensee. “These products have become popular across the nation and can safely hold ingredients for an extended period of time,” Goughnour said. “Adopting these new innovations would allow Pennsylvania businesses, from our world-class sports venues to our local taverns, to stay competitive in the alcohol industry.” House Bill 1702 would define these new products in law and make them available for Pennsylvania consumers. They are unavailable now in the Commonwealth, as they would need to be disposed of in 24 hours under the current law, despite their longer and safer shelf life. Help with water and sewer bills It’s very important to me that Mon Valley residents be able to make ends meet, so I want to make sure you know about assistance programs that can help qualifying customers with their bills from Pennsylvania American Water. Customers can receive grants or discounts, depending on their income. Customers can also make payment arrangements before falling behind on a bill, and a new forgiveness program can also help customers pay off their past due account balance. House approves Goughnour bill to spark more historic preservation

HARRISBURG, June 30 – The House today approved legislation sponsored by Rep. Dan Goughnour, D-Allegheny, to make it easier to rehabilitate and preserve certain historic properties in Pennsylvania. House Bill 1572 would alleviate some of the construction and rehabilitation costs of property preservation by increasing a tax credit available for each project under the state’s Historic Preservation Tax Credit . The tax-credit program provides tax credits to qualified taxpayers who are restoring a qualified historic structure into an income-producing property. Goughnour said that last session, the General Assembly took an important step in protecting the Commonwealth’s rich history by increasing the total tax credits issued per year from $5 million per year to $20 million. However, each qualifying project can only receive a credit of $500,000, and his legislation would increase the per-project cap on the credit to $1.5 million. “Most projects far exceed $500,000 in cost,” Goughnour said. “For instance, of all the projects approved in 2023, only one cost less than $10 million, and the largest totaled $110 million. So, increasing the credit will make preserving these properties more attractive.” The $500,000 credit limit has remained unchanged since 2019. Goughnour lauds investment in local steel industry

HARRISBURG, June 20 – State Rep. Dan Goughnour, D-Allegheny, lauded the significant investment that Japan’s Nippon Steel will make in the Mon Valley under its newly finalized pact with U.S. Steel which will keep the company’s footprint in Pittsburgh. “Good-paying local jobs are the backbone of our area,” Goughnour said. “This deal ensures that those jobs are secure and that the local economy will continue to benefit from the company’s investment in steel-making in the Mon Valley.” The deal finalizing Nippon’s $14.9 billion takeover of U.S. Steel calls for Nippon to invest $11 billion in U.S. Steel facilities through 2028. It also gives the U.S. president power to veto major business decisions. Most U.S. Steel employees will also receive a $5,000 closing bonus from Nippon. Nippon has also committed to keeping U.S. Steel headquartered in Pittsburgh, maintaining production totals that meet domestic demand, and appointing American citizens to high-ranking management positions and a majority of board seats. “This program is a way to help school districts save money on energy costs while also increasing the state’s renewable energy production,” Goughnour said. “Energy costs are some of the highest costs for school districts and they’re often unpredictable. Knowing what that cost will be can help with budgeting and allow schools to better fund other needs such as critical repairs, or additional resources or staff, while also holding the line on taxes.” Read more

Munroe announces formation of bipartisan Law Enforcement Caucus

Goughnour sworn in as new state representative of PA’s 35th Legislative District

HARRISBURG, April 7 – State Rep. Dan Goughnour, D-Allegheny, took the oath of office at the state Capitol today to become the new state representative of Pennsylvania’s 35th Legislative District. “I’m honored and privileged to advocate for the rights and needs of western Pennsylvanians and those across the Commonwealth. I would also be remiss if I didn’t acknowledge the great achievements and example set by my predecessor, Matt Gergely,” Goughnour said. “I want to honor his legacy and do my part to institute positive change. I look forward to working with my new colleagues in the House to make this goal possible.” Goughnour’s legislative priorities include strengthening public safety measures and increasing funding for them, boosting job training programs to provide more opportunities for residents, continuing to support public schools, and working to reduce the cost of everyday essentials for families. PennDOT has announced that the requirement for proof of Social Security Number for REAL ID products will expand to include additional documents. Per federal regulations, customers wishing to obtain a REAL ID product must present proof of Social Security Number. PennDOT is now expanding acceptable options beyond a Social Security Card. PennDOT now accepts the following documents as proofs of Social Security Number: Social Security Card. W-2 form. SSA-1099 form. Non-SSA-1099 form.
