“When a property owner abandons or severely neglects their property over the years, the entire community pays the price – in higher crime, health and safety hazards, lower property values and the exodus of small businesses and residents,” Salisbury said. “It’s an issue that has frustrated residents, business owners and local officials for decades, but municipalities have had their hands tied. “One way we can attack the problem is by giving communities new tools to deal with properties that have a long history of safety or code violations. By allowing local governments to designate these properties for acquisition by land banks, we can free up these blighted lots for productive use – for parks and green spaces, for construction of affordable housing, for small businesses – for all the beneficial uses that make communities thrive.” Read more

NEWLY LISTED PROGRAMS Department of Transportation: Automated Red Light Enforcement Transportation Enhancements Grant Program (ARLE Program) Who May Apply: Local governments, planning organizations, or Commonwealth agencies. Use: Eligible uses include, but are not limited to, roadway safety, mobility, and capacity upgrades, bicycle and pedestrian improvements, local technical assistance program projects, and traffic signal improvements. Funds: PennDOT anticipates $32 million available with the intent of funding worthwhile projects that can be completed at a relatively low cost. Application Deadline: A pre-application scoping form is required to be submitted by April 30, 2025. Feedback will be provided by May 31, 2025. The application period will be open from June 1, 2025, to June 30, 2025. We, the undersigned lawyer-legislators of the Pennsylvania state House of Representatives, are appalled though tragically not surprised by President Trump's latest attack on the rule of law. As outlined in the Presidential Memorandum of March 22, 2025, SUBJECT: Preventing Abuses of the Legal System and the Federal Court, the President instructed the Attorney General and Secretary of Homeland Security to weaponize the Federal Rules of Civil Procedure, the Rules of Professional Conduct, and any other regulations governing attorney conduct and discipline to silence the zealous advocacy of lawyers and law firms across the nation. We will not allow the Trump Administration’s attempt with this memorandum to chill legal representation that inconveniences its efforts to undermine the Constitution, gut essential programs, attack vulnerable groups and individuals, and otherwise subvert the rule of law to go unchallenged. Below are multiple grant programs that are currently open for applications. NEWLY LISTED PROGRAMS Commission on Crime and Delinquency: Project Safe and Smart Technical Assistance Who May Apply: Eligibility for these funds is open to any community-based organization, non-profit, for-profit, or educational institution. The applicant must successfully demonstrate their history in providing technical assistance in child sexual abuse prevention programming. Use: To establish a collaboration with the Child Maltreatment Solutions Network (CMSN) at Pennsylvania State University (PSU), including CMSN Affiliate Dr. Kate Guastaferro from New York University (NYU), to provide additional support to the 15 awarded Project Safe and Smart grantees, ensuring the successful implementation of their projects. Funds: A total of $150,000 in state Endowment Act funding is being announced to support this initiative. PCCD expects to fund one (1) grant over the 2-year project period. NEWLY LISTED PROGRAMS Commonwealth Financing Authority: Multimodal Transportation Fund (MTF) Who May Apply: Municipalities, councils of government, businesses, economic development organizations, public transportation agency, ports (rail/freight) Use: The MTF provides grants to encourage economic development and ensure a safe and reliable system of transportation exists in Pennsylvania. The program is intended to provide financial assistance in order to improve public transportation assets that enhance communities, pedestrian safety, and transit revitalization. Funds: Requests must have a total eligible cost of $100,000 or more and no request shall exceed $3,000,000 for any project. “Our towns and boroughs have identified aging and deteriorated roads and sidewalks that need restoring,” Salisbury said. “The new grants will ensure we have the funds needed to move forward with projects in Rankin, Swissvale, North Braddock, Forest Hills and Wilkinsburg so that motorists, cyclists and pedestrians have the safer, smoother commute they deserve.” Read more
