Governor signs Kulik bill to address abandoned boats into law

HARRISBURG, July 7 – State Rep. Anita Kulik, D-Allegheny, issued the following statement after Gov. Josh Shapiro signed her legislation into law to address abandoned and derelict boats on Pennsylvania waterways:

“Abandoned boats have been a growing problem on Pennsylvania’s rivers and waterways, and I’m proud to see this issue finally being addressed. With the governor’s signature, we now have a law that creates a clear process for identifying these hazardous vessels and empowering local communities to take meaningful action to hold boat owners responsible for the damage they leave behind.

“As the chair of the House Game and Fisheries Committee, I was proud to work with the Pennsylvania Fish and Boat Commission to develop this law that delivers tools that communities have been asking for to remove abandoned boats.

“I want to thank Sen. Greg Rothman and the Senate Game and Fisheries Committee for their support, Sen. Devlin Robinson for sponsoring a companion bill, and my colleagues in both the House and Senate for working together to get this bill passed. I’m also grateful to Governor Shapiro for signing it into law so that we can protect our waterways and the people who enjoy them.”

Act 28 of 2025 will take effect in 180 days.
