Dear Neighbors,

Over the years, I have heard from a lot of neighbors who have shared their desire to keep the Chester Water Authority as a public water authority. I want to share an update on HB 1964, legislation that would protect water and sewer ratepayers across Pennsylvania.

HB 1964 is currently before the House Consumer Protection, Technology, and Utilities Committee and is scheduled to be considered on Monday, March 23. This bill would repeal Act 12, a law that has allowed municipal water and sewer systems in Pennsylvania to be sold to private, for-profit companies through deals that have too often led to steep rate increases for residents.

This legislation would pause future sales of public water and sewer systems, giving the General Assembly time to work toward a long-term solution that protects ratepayers from unfair increases. It would be an important first step toward restoring fairness, accountability, and local control in the management of our water systems.

With a large community of CWA supporters in the district and neighboring communities, I have been vocal in advocating to keep CWA in public hands. Keeping water systems public helps ensure they remain both affordable and accountable to the communities they serve.

Last Friday, I was honored to join my colleagues in the House and Senate, Delaware County Council, fire, police, EMS, and our 911 responders for the ribbon-cutting ceremony of Delaware County’s new 911 radio communications system. I have been working on this issue for almost a decade, ever since Folcroft Police Officer Chris Dorman was shot while responding to a call and could not call for backup in a timely way because the Delaware County Department of Emergency Services computer began rebooting, cutting communications for about four minutes. This new system took years of collaboration among local, county, and state partners to secure the funding needed to modernize the 911 communications system that had served our communities for decades. We fought for over $6 million in state funding to help offset the cost.

This important investment will help ensure our police, fire, and EMS teams have the reliable technology they need to communicate quickly and coordinate effectively during emergencies, keeping everyone in Delaware County safer.

The Governor’s Advisory Commission on Women is gathering input from women across PA via a new digital survey as part of the Shapiro Administration's forthcoming State of the Woman Report, a comprehensive, data-driven effort to assess the status of women across Pennsylvania.

The report will build on PA’s inaugural 1966 Report on the Status of Women and the most recent report from 2004, examining the progress women have made over the last 60 years and identifying the gaps that still exist. The report will combine historical analysis, current data, and firsthand experiences from women in rural, suburban, and urban communities to provide a comprehensive picture of the current status of women.

In addition to the digital survey, the Governor’s Advisory Commission on Women will launch a statewide listening tour in the coming weeks to further engage with the women of Pennsylvania.

SEPTA is moving forward this year with the phased implementation of its New Bus Network and I joined a briefing to get the latest updates last week. Changes to the network will roll out starting in August, with additional phases planned for February 2027 and June 2027. This is the first major redesign of SEPTA’s bus system in 63 years and aims to make buses easier to use and more reliable.

SEPTA is also holding open houses, pop-up events, and a virtual town hall on March 18 at 6:30 p.m. to share information and hear from riders ahead of public hearings on April 15. The SEPTA Board is expected to review the plan in May.

On Friday, I was delighted to attend the Charter Day Mass at Neumann University, held in the beautiful Our Lady of Angels Chapel.

This year’s celebration marked an incredible milestone for the university, as the Neumann community completed 60,000 hours of service in honor of its 60th anniversary.

Congratulations to Neumann University on this meaningful milestone and for continuing its strong commitment to helping others.

PennDOT to repair potholes this week

PennDOT pothole repairs are happening this week on 35 State Highways in the Philadelphia Region.

The Low Income Home Energy Assistance Program (LIHEAP) application period for 2025–26 is open through April 10. Whether you rent or own your home, you could receive a cash grant from $200 to $1,000 based on your household size, income, and fuel type. Most importantly, this is a grant and does not have to be repaid.

May 19 – Primary election day. Polls will be open from 7 AM – 8 PM. Voters must be in line by 8 PM to cast their ballot.

The Pennsylvania Resources Council is holding the Gene Capaldi Lens on Litter Photo Contest to raise awareness about litter in Pennsylvania. Contestants may submit up to five original images that convey an anti-litter message. The contest is specifically open to amateur photographers, who can send their photos to the Pennsylvania Resources Council. The top prize is $500, second place is $250, and third place is $100.
