Rep. David M. Delloso December 5, 2025
Dear Neighbor,
Earlier this year, my colleagues and I in the House passed a very important bill. This was House Bill 1460, a bill that would prevent another “Crozer situation” from happening again in our Commonwealth.
HB 1460 would give the Pennsylvania Attorney General the ability to approve or disapprove for-profit transactions involving healthcare facilities. This means that a private equity firm like Prospect would no longer be able to purchase our hospitals unless it can show it has the community’s interests at heart. Not only did I vote in favor of the bill, I also showed my support by co-sponsoring it.
The next step was for the Senate to vote on it. But with the difficulties in getting the state budget passed, this bill was unfortunately set aside.
Thankfully, my colleagues are now talking about getting HB 1460 up for negotiation again.

I urge the Senate to pass this bill as soon as possible and send it to the Governor for his signature. Let’s make 2026 the year that we put commonsense measures in place to protect our local hospitals.
Reminder: Our office on Chester Pike is a drop-off location for Toys for Tots. Please consider bringing toys to make a child’s holiday season brighter; donations go to families in our own community. We are also accepting donations of diapers and other baby items in partnership with Senator Kearney’s office, WIC, Nurse Family Partnership, and Maternity Care Coalition.
I hope to see you at my office's annual Holiday Meet & Greet next week on Thursday!
Sincerely,
Pennsylvania State Rep. David M. Delloso
Pennsylvania launches upgraded College Transfer website
The Pennsylvania Department of Education (PDE) has unveiled major upgrades to https://collegetransfer.pa.gov/, the state’s online platform for understanding how college credits transfer among Pennsylvania colleges and universities. The redesigned site, part of the Pennsylvania Transfer Articulation Center (PA TRAC), provides students, parents, and counselors with a one-stop resource to make informed decisions about credit transfers.
The platform allows users to compare how completed coursework or certifications -- such as a community college degree, dual-credit courses, AP classes, or career and technology programs -- will be recognized by participating colleges and universities across the state.
