Protecting workers from fraud & hospitals from corporate greed

Dear Neighbor,

There are many ways a company can take advantage of its employees.

One of the more common ways is something called worker misclassification. Usually this means a company classifying a full-time worker as an independent contractor. Companies do this so they no longer have to pay minimum wage, overtime pay, and other benefits.

Back in 2024 I introduced a bill to tackle this problem and now I am happy to announce that – finally – my bill has passed the House.

If it passes the Senate, my bill will establish an Employee Misclassification Working Group involving multiple state agencies, including the Department of Revenue and Department of Labor & Industry. This will make it much easier for Pennsylvania to investigate cases of worker misclassification.

As a Teamster I’ve seen workers getting taken advantage of time and time again. As a legislator I see my job as pretty much the same: to prevent that from happening whenever possible.

This bill was a long time coming, and I’m extremely proud of it.

I’m also proud to let you know we’ve made progress in our work to update state law to prevent another Crozer crisis.

Last Tuesday, the House passed a bill I cosponsored to give the PA Attorney General greater oversight over the sale of hospitals.

You may read the story below to learn how this measure would work to protect your ability to get healthcare.

Sincerely,

Pennsylvania State Rep. David M. Delloso

H.B. 1460: Protecting patients & hospitals

I’m encouraged to bring you a major update in our work to prevent another Crozer crisis from happening in Pennsylvania.

As I mentioned above, last week the House voted to approve a bill I cosponsored, H.B. 1460, that would give the state Attorney General – and you, the public – the chance to review any proposed business deals involving private equity firms (like Prospect) buying our hospitals or nursing homes.

Importantly, this new accountability would also give the AG the power to deny such a sale if it’s likely to lead to facility closures, or even service shutdowns – like when Prospect closed the maternity ward at Delco Memorial Hospital for not generating enough profit.

Adding this basic oversight to our healthcare system would be a sensible move to protect our community from predatory companies that see our hospitals, nursing homes, and doctors’ offices as their personal piggybanks.

Now, it’s up to the state Senate to keep the bill headed to the governor’s desk.
