HAPPY HALLOWEEN! Our team got into the Halloween spirit this week! Leah went full mystery mode as Scooby-Doo, Shannon brought some civic flair as “I’m Just a Bill” from Schoolhouse Rock, and Cheyanne kept the streets safe as Batman. Not pictured is Rashid, who we’re seen teaching how to take a proper photo.
We hope your Halloween was filled with treats, not tricks — and maybe a little creativity, too! ????

SNAP Benefits are Halted in PA
|
Due to the federal government shutdown that began on October 1st, 2025, the U.S. Department of Agriculture has informed Pennsylvania that November SNAP (Supplemental Nutrition Assistance Program) benefits cannot be issued at this time.
This is a nationwide issue affecting all SNAP households and cannot be appealed.
?? If you currently have SNAP benefits on your EBT card, you can continue to use them to buy food.
?? November SNAP benefits will not be issued unless the federal government provides new guidance.
??? State and county agencies do not have additional details yet, but updates will be shared as soon as they are available.
?? Applications for SNAP are still being accepted. If you were considering applying, do not let the shutdown discourage you. Submitting your application now ensures it can be processed once benefits resume.
If you or a loved one are in need of food in this time, please call our office and we will do our best to direct you to the proper resource.

Utility Companies Step Up to Support Residents as LIHEAP Funding Is Delayed
|
Due to the ongoing federal government shutdown, the Low Income Home Energy Assistance Program (LIHEAP) will not open for applications until December 3. LIHEAP typically helps more than 400,000 Pennsylvanians afford their heating costs each winter.
In response to this delay, Philadelphia Gas Works (PGW) and PECO are stepping up to help customers stay connected to essential services through their existing assistance programs.
PGW: Suspension of Service Disconnections
Starting November 1, PGW will suspend service disconnections for residential customers who:
-
Are enrolled in PGW’s Customer Responsibility Program (CRP), or
-
Have already directed their 2024–25 LIHEAP grant to PGW through early application.
The CRP reduces monthly bills based on income and forgives past-due balances.
To enroll, call 215-235-1000 or visit PGWorks.com.
PECO: Bill Credits and Protections
PECO is encouraging eligible customers to sign up for its Customer Assistance Program (CAP), which offers:
-
A fixed, affordable monthly bill based on income, and
-
Debt forgiveness for past-due balances.
Additionally, PECO’s Customer Relief Fund provides a one-time $750 bill credit for limited- and moderate-income customers. Learn more at peco.com/help.
Beginning November 1, PECO will not disconnect service for verified low-income customers, including those in CAP or who have used LIHEAP within the last two years. PECO also participates in Pennsylvania’s winter moratorium, preventing disconnections for customers at or below 250% of the federal poverty level from December 1 through March 31.
If you or someone you know needs help enrolling in a utility assistance program, contact our office.
|
Due to heightened security concerns around the country, the Democratic Caucus has suggested that we institute new office procedures starting next week.
As of Monday, November 3rd, our doors will be locked, and all visitors will have to be buzzed in. It is highly recommended that all constituents call ahead of time to make appointments before coming in.
To make appointments please call 215-572-5210 or email RepNelson@PaHouse.net.

Halloween Health & Safety Tips
|
As families across our community get ready for trick-or-treating, the Pennsylvania Department of Health reminds everyone to celebrate safely.
Whether you’re handing out candy or heading out with your little ghosts and goblins, be sure to follow these simple tips to help keep Halloween fun and safe for everyone!
Keep these tips in mind to make sure your Halloween is all treats and no tricks:
-
Choose costumes labeled “flame resistant.” If you’re making your own, use flame-resistant fabrics like polyester or nylon. ??
-
Wear bright or reflective costumes (or add reflective tape) so you’re easy to spot after dark. ??
-
Opt for makeup and hats instead of masks that can block your vision. ??
-
Test makeup 24–48 hours ahead of time. If you notice redness, swelling, or irritation, don’t use it; it may be an allergic reaction.
-
Skip decorative contact lenses unless they’re prescribed by an eye care professional. Using unapproved lenses can cause serious eye injuries.
More reminders can be found here.
Stay safe, have fun, and enjoy a frightfully good Halloween! ??
|
If a night out takes a bad turn, don’t disappear.
When someone shows signs of alcohol poisoning — confusion, vomiting, slow or irregular breathing, or can’t wake up — stay with them and call 911 right away.
Under Pennsylvania’s Good Samaritan Law, if you’re under 21 and call for help, you can be protected from underage drinking charges as long as you stay at the scene until help arrives.
Because being a good friend shouldn’t be scary. ??

Pennie (ACA) is on the Chopping Block
|
Unless US Congress acts, enhanced premium tax credits for Marketplace (ACA) insurance will expire on Dec. 31.
This means starting with open enrollment on Nov. 1, many Pennsylvanians could see their monthly premiums increase by up to 82%.
Nearly 500,000 Pennsylvanians rely on Pennie for affordable coverage — including small business owners, gig workers, farmers, early retirees, and those on COBRA. Without these credits, some premiums could double or even quadruple, putting coverage out of reach for nearly 250,000 people.
Pennie remains the only place to get plans with:
Out-of-pocket cost caps
No annual or lifetime limits
Pre-existing condition coverage
If you have Pennie coverage and want help navigating open enrollment, visit Pennie’s Help Center at pennie.com/connect to connect with local certified assisters and brokers, or call 1-844-844-8040 (M–F, 8 AM–6 PM).
