House greenlights Madsen bill to enhance tenant rights and relocation measures

HARRISBURG, May 5 State Rep. Dave Madsen, D-Dauphin, proudly heralds a breakthrough in housing security with H.B. 734's approval in the state House, a pivotal bill aimed at enhancing tenant protections and ensuring smooth relocation procedures statewide.

 

Today’s vote was about protecting everyday Pennsylvanians from the severe consequences of negligent property management,” Madsen said. “For too long, tenants have endured uncertainty when unforeseen circumstances render their homes uninhabitable.

“This legislation establishes clear standards that require landlords not only to guarantee a safe and habitable living environment but also to act swiftly and compassionately when displacement is necessary.”

The bill strengthens the duty of care expected of landlords by mandating that they maintain stairways, passages and other common facilities in a safe condition for all users. In addition, the new provisions address tenant relocation in both temporary and permanent displacement scenarios.

Madsen emphasized that this measure is not merely a financial safety net; rather, it represents a broader commitment to dignity and stability.

“All individuals should have the right to safe housing and support when that housing is taken from them through no fault of their own,” Madsen said. "House Bill 734 reflects our unwavering commitment to our community’s well-being. It establishes clear expectations for landlords—ensuring they are held accountable and deliver safe, habitable homes that every tenant deserves."
 

The bill now heads to the state Senate for consideration.
