PA House passes Abney bill to achieve more healthy births

HARRISBURG, Sept. 29 — Pennsylvania would conduct a new public awareness campaign to get more fathers involved in prenatal care and the birthing process under a bill sponsored by state Rep. Aerion Abney that passed the House today with strong bipartisan support. House Bill 1212 , dubbed the PA Dads Matter Act, directs the Department of Health to conduct the campaign. Abney, D-Allegheny, introduced the bill as part of MOMNIBUS 2.0, a comprehensive legislative package that seeks to improve birthing outcomes and confronts the staggering rate of Black maternal mortality and morbidity in Pennsylvania. “I feel very strongly about this bill,” Abney said. “A dad’s involvement can make an enormous difference in a healthy pregnancy and birth. When a dad is engaged, there are lower chances of unhealthy birth weight and lower risks of postpartum mood and anxiety disorders.” Abney, the father of two sons, modeled the bill after bipartisan federal legislation drawn up by Sen. Fiedler, Abney, Inglis propose taxation of digital advertisements sold by mega-corporations

HARRISBURG, June 30 – Amid negotiations for the 2025-26 state budget, state Reps. Elizabeth Fiedler, D-Phila.; Aerion Abney, D-Allegheny; and John Inglis, D-Allegheny, introduced legislation to tax digital advertisements. The bill, H.B.1678 , could generate millions in revenue for the commonwealth. Big Tech companies like Google, Meta, Amazon, and Microsoft make astronomical profits on Pennsylvanians by collecting private data from individuals to sell targeted ads. These ads often take the form of banners on news sites, artificially boosted search engine results, and interruptions to videos – none of which are subject to taxation. The result is an industry projected to be worth $1 trillion in 5 years, with no benefit to Pennsylvania communities. The legislation proposes including digital advertisements in the gross receipts tax, which is set at 5%. The tax is based on where ads are viewed, meaning corporations can’t relocate to avoid paying the tax. “We all agree that Pennsylvania needs more revenue come budget season to fund the public services we care about, like public schools, libraries, and communities,” Fiedler said. “The fact that mega-corporations can use our private data to sell us ads that make our experience on the internet more difficult and frustrating – without contributing anything to our commonwealth – is insulting. Abney legislation to improve mental health access passes House

HARRISBURG, June 4 – Legislation sponsored by state Rep. Aerion A. Abney that would expand access to mental health services and streamline professional licensing for social workers has passed the Pennsylvania House of Representatives with strong bipartisan support and now moves to the state Senate for further action. House Bill 554 would authorize Pennsylvania to join the Social Work Licensure Compact, an agreement among participating states that allows licensed social workers to practice across state lines. The measure is designed to improve access to care, particularly in rural and underserved communities, while reducing licensing hurdles that can delay or prevent professionals from entering the workforce. “As a trained social worker and legislator, I’ve seen how red tape can get in the way of real solutions,” said Abney, D-Allegheny. “This legislation helps break down barriers—giving social workers more flexibility and giving Pennsylvanians more access to the mental health services they need.” The compact would enhance workforce mobility by enabling social workers in good standing to practice in multiple states without going through duplicative licensing processes. Abney introduces bill to strengthen NIL protections for student-athletes

Aerion Abney has introduced a legislative proposal designed to bolster protections for college student-athletes earning compensation through their name, image, and likeness. House Bill 1520 aims to close enforcement gaps, improve transparency, and protect athletes from exploitative agreements. Abney announced today his legislation to improve access to mental health services and modernize professional licensing for social workers, has been unanimously approved by the House Professional Licensure Committee. The bill now advances to the full House of Representatives for further consideration. House Bill 554 would authorize Pennsylvania to join the Social Work Licensure Compact, an interstate agreement that allows licensed social workers to practice across state lines with greater ease. Abney introduces bills for cyber charter school reform, reproductive health care

HARRISBURG, April 16 – State Rep. Aerion A. Abney, D-Allegheny, introduced bills today that would keep Pennsylvania cyber charter schools uniform from a staffing qualification standpoint and get Commonwealth fathers more involved in the birth of their children. House Bill 1209 would mandate that 100% of cyber charter school instructors are certified to teach by the state. Currently, only 75% of educators are required to be certified. “H.B. 1209 is a simple requirement that has the success of cyber charter school students squarely in its focus,” Abney said. “Having certified teachers across the board means every single pupil receives the same quality level of instruction they deserve.” House Bill 1212 , the PA Dads Matter Act, would direct the Pennsylvania Department of Health to conduct a public awareness campaign about the importance of including fathers to improve outcomes during pregnancy, childbirth and postpartum. Abney introduces bill to ensure landlords are transparent with tenants on utility bills

HARRISBURG, March 31 – State Rep. Aerion A. Abney, D-Allegheny, today introduced a bill that would require landlords to share, upon request, utility bills with tenants. The legislation ( H.B. 1034 ) would only apply to tenants who pay their landlords directly for utilities and whose fees are not determined by unit usage meters. “When paying landlords directly for utilities, tenants deserve the assurance that what they’re asked to pay is the same amount reflected on the actual utility bill,” Abney said. “My legislation would create more access and transparency and would minimize landlord tenant disputes over utility costs.” Residents in Abney’s district have been affected by this issue, which a similar law in Maryland has already addressed. Abney’s bill to help keep seniors eligible for state prescription programs ceremonially signed into law

HARRISBURG, March 25 – State Rep. Aerion Abney’s bill that excludes a portion of a person’s potential revenue when determining their financial eligibility for senior prescription programs was ceremonially signed into law by Gov. Josh Shapiro at the state Capitol today. Act 118 of 2024 , formerly H.B. 2378, went into effect October 2024 and does not count the total dollar amount, including face value and interest earned, of redeemed savings bonds as part of older Pennsylvanians’ income when they apply for either the Pharmaceutical Assistance Contract for the Elderly or PACE Needs Enhancement Tier, otherwise known as PACE and PACENET. “Older Pennsylvanians need to stay connected to the medications they need to maintain and improve their health and well-being. Excluding savings bond earnings also allows them to get the most out of such a proactive investment by keeping more money in their pockets,” said Abney, D-Allegheny. “I want to thank Governor Shapiro, my colleagues in the House and Senate, and all other stakeholders for helping to support PA’s seniors through my legislation.” PACE is funded entirely by the Pennsylvania Lottery and has helped more than 1.6 million Pennsylvania seniors pay for more than 360 million prescriptions. Abney: $1.5 million+ for hiring support and public safety in Pittsburgh

PITTSBURGH, Feb. 26 – State Rep. Aerion A. Abney, D-Allegheny, announced that two state grants, totaling more than $1.5 million, were awarded to a local restaurant for expanding employment opportunities and to projects that will safeguard motorists and pedestrians. Café Momentum Pittsburgh received $914,300 for extending workforce development internships to 75 at-risk youths. The interns will learn front- and back-of-the-house work during their time with Café Momentum, as well as receive life-skills support, employee adjustment and confidence skill building assistance, mental healthcare, and education support. Funding of $647,000 will go toward modernizing the traffic signal at the intersection of East General Robinson Street and Sandusky Street and for pedestrian safety improvements in the North Shore neighborhood. “Giving young people opportunities, such as those provided by Café Momentum, will provide them with invaluable information on sustainable careers and, potentially, a path to such careers in food services and hospitality. Abney introduces bill for PA to join Social Work Licensure Compact

HARRISBURG, Feb. 19 – State Rep. Aerion A. Abney, D-Allegheny, introduced a bill today that would add Pennsylvania to the list of states that are members of the Social Work Licensure Compact. The legislation ( H.B. 554 ) would allow licensed commonwealth social workers or those eligible for a license to apply for the ability to provide their services across multiple states. A comprehensive data system would also be created, so the public could be kept safe and informed regarding social worker license status and any adverse actions associated with a licensed social worker. “As a social worker, I know firsthand how hard they work for their fellow citizens and how their efforts are often overlooked by others,” Abney said. “My bill would help social workers provide for themselves and their families, while ensuring that those in need of their services can improve their own circumstances by seeking them out.” Abney holds a master’s degree in social work from the University of Pittsburgh. Abney extols $500,000 grant for urban farming and marketplace

PITTSBURGH, Feb. 5 – State Rep. Aerion A. Abney, D-Allegheny, announced that a state grant of half a million dollars was awarded to a local career training institute for establishing resources available to prospective urban farmers. Bidwell Training Center , located on Pittsburgh’s North Side, would utilize the funds to create an urban agriculture farm and market. “Cities across the country continue to break the mold of the stereotypical farm with hundreds of acres to contribute to PA’s agricultural output and economic strength their own unique way,” Abney said. “These dollars will help enable a great educational institute like Bidwell to provide students with a blueprint to what a vibrant and sustaining future in urban farming looks like.” Bidwell’s grant is part of a total of $10 million in state funding, which is made possible by Pennsylvania’s Agricultural Innovation Grant program.
