Office of the Budget: Redevelopment Assistance Capital Program (RACP)
Who May Apply: Applicants must have been previously itemized in a Capital Budget Project Itemization Act.
Use: Applicants can use funds for the purposes prescribed in the Capital Budget Project Itemization Act.

Department of Community and Economic Development: Local Share Account Statewide
Who May Apply: Counties, municipalities, municipal authorities, economic development agencies, redevelopment authorities, land banks, or councils of government. Non-profits may partner with an eligible applicant to apply on their behalf.
Use: Projects in the public interest. Projects that improve the quality of life of citizens in the community. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization.
Funds: The PA Race Horse Development and Gaming Act provides for the distribution of gaming revenues through the Commonwealth Financing Authority to support projects in the public interest. Grant requests must be at a minimum $25,000 and no more than $1,000,000.

Department of Agriculture: Agriculture and Youth Organization Grant Program
Who May Apply: Agriculture and youth organizations, which is an organization composed mainly of youth, or an organization with programs that benefit youth, and organized to promote development in the areas of agriculture, community leadership, vocational training and peer fellowship. This includes a school district.
Use: To help fund projects such as educational programs, work force development programs, eligible seminars and field trips, agricultural safety training programs, capital projects, equipment purchases and special projects, as approved by the Board
Funds: Direct, non-matching reimbursement grants of up to $7,500 to defray the costs of an eligible project, other than a capital project or matching reimbursement grants of up to $25,000 to defray the costs of an eligible capital project or equipment purchase, where the grant comprises no more than 50% of the eligible project costs.

Department of Community and Economic Development: PA SITES
Who May Apply: Municipalities, economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations.
Use: To develop competitive sites for businesses to relocate or expand within Pennsylvania.
Funds: $400 million in funding is available.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant
Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and non-profit organizations. For-profit entities are not eligible.
Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.
Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program
Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.
Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.
Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Department of Environmental Protection: WIIN 2107: Voluntary School and Childcare Lead testing and Reduction Grant
Who May Apply: Childcare facilities and schools located in Pennsylvania with lead in drinking water sample results within 36 months of the application date showing water fixtures exceeding the remediation trigger level of 5 ppb (parts per billion).
Use: Reduction activities may include purchasing and installing hydration stations, point-of-use devices designed to remove lead or replacement of faucets. The primary goal of this grant program is to reduce children's exposure to lead in drinking water.
Funds: Funding under this grant has been appropriated under 1464(d) of the federal Safe Drinking Water Act. Funding provided will be up to $3,000 per hydration station per 100 students in one building. Up to $30,000 may be awarded per building/childcare facility or $100,000 per school district.
Application Deadline: Applicants are strongly encouraged to schedule a pre-application meeting to discuss their lead reduction plans to ensure they meet applicable program criteria. Meetings can be scheduled by emailing RA-EPWIINLEAD@pa.gov.

Department of Agriculture: Farm Vitality Planning Grant Program
Who May Apply: Farmers, prospective farmers, and others
Use: Create or obtain business plans, management strategies, transition plans, ownership plans, or plans to maintain the long-term economic viability of a farm.
Funds: Up to $500,000 is available in grant funding. Individual grants shall not exceed $15,000.

Who May Apply: Businesses, Municipalities, Municipal Authorities, Redevelopment Authorities, Industrial Development Authorities or Corporations, Local Development Districts.
Use: Machinery/equipment; Job training; Infrastructure; Land and building improvements; Environmental assessment/remediation; Acquisition of land, buildings, right-of-ways; Working capital; Site preparation.
Funds: Grants and loans are available assuming an applicant can meet the private investment requirement.

Commission on Crime and Delinquency: Byrne State Crisis Intervention Program (SCIP)
Who May Apply: Municipalities and counties
Use: Advance crisis intervention programs that target the risk factors likely to lead to gun violence and implement projects that support emerging issues and priorities adopted within its SCIP Funding Framework.
Funds: A combined total of $4,071,291 in federal FY 2022-2023 and FY 2024 Byrne SCIP Local and Under $10K Share funds is being announced to support this initiative. PCCD expects to fund approximately 20 grants with budgets not to exceed $200,000 over the 21-month project period.

Department of Transportation: Transportation Alternatives Set-Aside
Who May Apply: Local governments, regional transportation authorities, transit agencies, natural resource or public land agencies, school districts, tribal governments or nonprofits with a separate eligible applicant.
Use: To construct pedestrian and bicycle facilities, improve access to public transportation, create safe routes to school, incorporate community improvements such as historic preservation and vegetation management, provide environmental mitigation related to stormwater and habitat connectivity, create trail projects that serve a transportation purpose, and provide for vulnerable road user safety assessment program projects.
Funds: $80 million in funding is available through the Federal Highway Administration’s Surface Block Grant Program. Awards will be at least $50,000 and at maximum $1.5 million. This is a reimbursement program and no funds are provided upfront.

Commission on Crime and Delinquency: State Crisis Intervention Program (SCIP) Firearm Suicide Prevention, Intervention, and Postvention Initiative
Who May Apply: Units of local government, nonprofit organizations (including community-based and statewide organizations), institutions of higher education, and state government agencies.
Use: To support programming that focuses on firearm-related suicide prevention.
Funds: A total of $1 million in federal 2024 Byrne SCIP funds in available. PCCD expects to fund 4 to 6 grants over a 21-month period.

Commission on Crime and Delinquency: Byrne State Crisis Intervention Program (SCIP) Sequential Intercept Model Training Initiative (SIM)
Who May Apply: Nonprofit organizations, institutions of higher education, statewide organizations, and for-profit organizations with a demonstrated ability to coordinate and conduct statewide trainings.
Use: Equip Pennsylvania communities with training and resources to respond holistically to behavioral health crises.
Funds: A total of $50,000 in federal FY 2024 Byrne SCIP State Share funds is being announced to support this initiative. PCCD expects to fund one grant with a budget not to exceed $50,000 over the 21-month project period.

Commission on Crime and Delinquency: Endowment Act – Treatment Training
Who May Apply: For-profit entity, non-profit entity, an entity affiliated with a CAC or MDIT (e.g., public agency or hospital), unit of local government, or schools including colleges and universities.
Use: This funding is specifically for the training of persons who treat adult and/or child victims/survivors of child sexual abuse.
Funds: A total of $250,000 in state Endowment Act funds is being announced to support this initiative. PCCD expects to fund five grants with budgets not to exceed $50,000 for up to a two-year project period.

Conservation and Natural Resources: All-Terrain Vehicle and Snowmobile Program
Who May Apply: Municipalities, nonprofit and for-profit organizations.
Use: Planning, acquisition, development, rehabilitation, or equipment purchase for ATV and/or snowmobile trails and facilities, ATV and/or snowmobile educational programs.
Funds: Funding comes from the ATV Management Restricted Account and the Snowmobile Management Restricted Account.

Department of Environmental Protection: Alternative Fuels Incentive Grant Program
Who May Apply: School districts, municipal authorities, political subdivisions, nonprofits, corporations, and limited liability companies
Use: Vehicle retrofit or purchase projects, alternative fuel refueling infrastructure projects, or innovative technology projects.
Funds: DEP receives approximately $5 million in funding each year through the utilities gross receipts tax collected during each fiscal year to carry out the provisions of the Alternative Fuels Incentive Act.

Department of Environmental Protection: Environmental Education Grant Program
Who May Apply: Schools, non-profit organizations, colleges and universities, county conservation districts, businesses, and other eligible entities.
Use: Delivery of meaningful environmental education projects to improve understanding of natural resources and cultivate critical thinking and environmental stewardship for sustainable resource management.
Funds: 5% of the pollution fines and penalties collected annually by DEP are used for Environmental Education grants. There are three grant ranges that include grants up to $5,000, grants between $5,001 and $30,000, and grants between $30,001 and $65,000.

Department of Environmental Protection: Driving PA Forward Initiative: Pennsylvania Freight Innovations in Transportation (PA-FIT) Grant Program

Use: To replace or retrofit fleet diesel-powered highway and non-road vehicles, engines and equipment.

Department of Environmental Protection: Small Business Advantage Grant Program
Who May Apply: Pennsylvania-based small businesses
Use: Adopt processes or acquire equipment which results in energy efficiency, pollution prevention, and natural resource protection.
Funds: Funding can range from 50% or $7,500 (whichever is less) up to 80% or $12,000 (whichever is less) and will vary depending on environmental impact and project location. A total of $1 million is available in this round of funding.
Application Deadline: March 13, 2026, or whenever funds are exhausted.
