Hi Neighbor,
Today the House passed HB 1460, legislation I co-sponsored that has been championed by my colleague and fellow Delaware County representative Lisa Borowski. HB 1460 would grant the Attorney General’s office greater authority and better tools to review hospital and nursing home mergers, acquisitions, and consolidation when private equity is involved.
We have all followed the situation at Crozer Health System in Delco, where our hospital system was destroyed after Prospect Medical Holdings, a private equity firm based in California, bought the system in 2016 and extracted over $457 million through real estate deals that would be banned under HB 1460. If HB 1460 becomes law, it would prevent what happened with Crozer from ever happening again in Pennsylvania.
HB 1460 passed with a bipartisan vote of 121-82 and now goes to the Senate for consideration. After we voted to pass it in the House, I joined Rep. Borowski, other members of the Delco delegation, and PASNAP members, including nurses who worked at Crozer-Chester, in the Capitol Building for a press conference.

CROZER HEALTH SYSTEM UPDATE
|
Last week, Prospect Medical Holdings put the four closed Crozer Health hospitals up for sale. They hired NY-based real estate broker, Keen-Summit Capital Partners LLC, to handle the real estate transactions. We do not yet have a timeline for the sale process, but I will continue to keep you up to date on what I learn.
This comes two weeks after ChristianaCare won the bankruptcy auction for five of Crozer Health's outpatient locations.

Prohibiting Wildlife Trafficking in PA
|
Last Wednesday, I was joined by the nonprofit organization Humane World for Animals for a press conference about the ivory trade in Pennsylvania. Humane World for Animals recently conducted an investigation that found a significant trade of animal products from imperiled animals across Pennsylvania. Earlier last week, the House Judiciary Committee passed HB 994, my legislation that combats wildlife poaching by making it illegal to buy or sell endangered and imperiled species for their parts. I expect it to be considered by the full House within the next two weeks.
For information on the investigation, visit Humane World for Animals’ PA investigation.

Welcoming PCAR to the Capitol
|
Last week we welcomed a group from the Pennsylvania Coalition to Advance Respect to the House chamber. They do amazing work supporting victims of sexual assault across the Commonwealth – it’s difficult and unfortunately necessary work, and I’m always in awe of the advocates who dedicate their time and skills to this cause.

Unveiling the 2025 Blue-Green Bill Package
|
A few years ago, I relaunched the Blue-Green Caucus, a group of members who support both labor issues and environmental issues. We have so many shared values, yet outside forces and special interests often try to divide us to cause chaos.
Yesterday, we hosted a press conference to announce the 2025-2026 Blue-Green bill package, which includes bills that:
- Incentivize solar development and clean manufacturing
- Introduce protection for workers in extreme heat
- Improve infrastructure for electric vehicles
- Develop training programs to support veterans seeking employment in sustainability
I am proud to support a Blue-Green bill package for the second year in a row.
