New PA earned income tax credit passes House, the PA Supreme Court hearing on Chester Water Authority, and more!

 

Dear Neighbor,

 

Last week was a busy one in Harrisburg! I may have been focused on passing my Health Care Workplace Violence Prevention Act, but that wasn’t the only major piece of legislation that my colleagues and I voted for. We also passed legislation creating a state earned income tax credit, protecting equal pay, protecting tenants and consumers, and supporting veterans. Here’s what they look like:

  • H.B. 820 introduces a state-level earned income tax credit for working families, equal to 30% of your Federal Earned Income Tax Credit.
  • H.B. 630 updates the PA Equal Pay Law to prohibit employers from paying an employee less because of their gender, race or ethnicity.
  • H.B. 734 requires landlords to pay tenants a fee totaling up to 6 months’ rent if the property they’re renting is condemned or deemed unfit to inhabit.
  • H.B. 993 expanded the Pennsylvania National Guard incentive program to include chaplains, health care officers, JAG officers, and medical officers.
  • H.B. 81 eliminates fees for choosing to pay bills by mail or for choosing to receive a paper bill.

Last Wednesday, my legislation H.B. 1140 to expand and protect access to contraceptives was reported out of the House Insurance Committee. We’re expecting the bill to run in the House chamber during the first week of June.

 

 

AT THE CAPITOL

 

The Working Pennsylvanians Tax Credit

My House colleagues and I were proud to vote in favor of the Working Pennsylvanians Tax Credit last week. Modeled after the Federal Earned Income Tax Credit, this state-level credit would equal 30% of your Federal Earned Income Tax Credit. Anyone who qualifies receives both credits – which means more money in your tax return. This is a new tax credit for Pennsylvanians and it passed the House with a strong bipartisan vote. It now awaits a vote in the Senate.

 

 

Congratulations to Neumann University’s Roller Hockey Team!

On April 5, Neumann University’s roller hockey team won the 2025 National Collegiate Roller Hockey Division II championship against Slippery Rock University 2-1, at the sport’s national tournament in Ft. Myers, Florida. The Knights faced off against Slippery Rock four times during the 2025 season before facing off once again for the title. To celebrate, we welcomed the team and their coaches to the House chamber as special guests. Congrats, Neumann Knights!

 

Go Birds!

Last week we also got to celebrate the Philadelphia Eagles’ Super Bowl victory in the House chamber! We welcomed members of the Eagles organization and had the chance to see the Super Bowl LII and LIX Lombardi trophies up close and personal. Go Birds!

 

 

Harrisburg Supreme Court Hearing on Chester Water Authority

For years, we have been pushing the courts to answer the question, “Who has the legal authority to sell the Chester Water Authority?” Tomorrow in Harrisburg, the Supreme Court of Pennsylvania has scheduled a hearing on this issue. I have opposed all efforts to privatize CWA and supported multiple pieces of legislation on this issue. Tomorrow’s court hearing will determine who has the legal right to sell it.

 

The court will broadcast audio of the hearing on its YouTube page, and a recording will be available afterward. We don’t know exactly what time the hearing will take place, but we do know that it will be scheduled in the afternoon. It is set to be the last hearing of the day. I recommend checking their YouTube page regularly after 12 p.m. if you’re interested in listening in.

TODAY -- PennDOT invites the community to attend an open house display of the flexible travel lane planned to be added traveling in both directions on I-476 between the Route 3 and I-95 interchanges, and on southbound I-95 between the I-476 and U.S. 322 interchanges in Delaware County. 

 

27th Annual Delaware County Law Enforcement Memorial Foundation

Last Wednesday, the 27th Annual Delaware County Law Enforcement Memorial Foundation held their service remembering the 47 men and women from Delaware County who have fallen in the line of duty, dating back to 1902. I missed the ceremony because I was in voting session, but I remember how meaningful it was when I got to attend last year.

 

Each fallen officer was recognized by their name and a salute, with a ring of a bell in front of their placard on the Memorial Wall.  Their sacrifice and legacy will never be forgotten. To their families and all who serve – thank you.

 

 

Successful Shred Event with Senator John Kane

On Saturday I joined Sen. John Kane for our Spring Shred Event at Upland Park where we helped over 200 cars dispose of their personal documents securely.

 

We also worked with the Delaware County District Attorney’s Office Mobile Drug Collection Unit to take back unneeded medication to be disposed of safely.

 

Thank you to all who came out! It was a great event, and we’re especially grateful to the Upland Borough Police and the Delaware County Park Police for keeping traffic moving and ensuring everyone’s safety.

 

 

Housing Support for All

Last week in Delco I joined Delaware County Advocacy & Resource Organization and A.A.L.I.V.E for a legislative roundtable discussion on housing for those living with intellectual disabilities and autism. A.A.L.I.V.E.’s mission is to provide adults with autism with the supports they need to achieve independence.

 

Much of the conversation focused on the deep concerns of aging parents and what would happen to their children when they are no longer here.

 

Families are working together to prioritize safety, dignity, and independence for their children - ensuring they can live fulfilling lives with the support and respect they deserve.

 

 

Congratulations to Eagle Scout Aidan Reilley!

This weekend I was happy to attend an Eagle Scout Court of Honor to celebrate Aidan Reilley, Troop 430 in Media.


For Aidan’s project, he prepared and constructed a block fire pit in a gravel circle, and built and installed five benches surrounding it, including a custom wooden top for the fire pit to be used as a table for Reformation Lutheran Church. I’m always impressed by the Eagle Scout Projects that our local Scouts pick and it was great to see it in person with Aidan.

 

 

Delaware County Police Chief’s Annual BBQ Picnic

Last week I attended the Delco Police Chief’s Annual Picnic at Springton Reservoir where I met up with Chief Ruggieri of Aston Township Police, Captain Dougherty of Ridley Township Police, and Chief Splain of Nether Providence Township Police.

 

I always appreciate the opportunity to spend time with the leaders who keep our communities safe!

Money Could Be Coming To You!

 

Keep an eye on your mailbox -- 40,000 Pennsylvanians are receiving letters as part of the PA Money Match program, which returns unclaimed property worth $500 or less automatically. Confirm your address, and you could receive a check in about 45 days!

 

Visit patreasury.gov/unclaimed-property or contact my office for help searching for other unclaimed funds of yours PA Treasury may be holding in safekeeping --  the average claim is worth over $1,000.

Keep Pennsylvania Beautiful ‘Young Ambassadors’ Program Open For Applications

Keep Pennsylvania Beautiful, in partnership with the Pennsylvania Department of Transportation (PennDOT), is seeking civic and environmental leaders in 10th -12th grade to keep Pennsylvania clean and beautiful through the Young Ambassadors of Pennsylvania program.

 

This program empowers young community stewards and civic leaders to become ambassadors in their community for a shared vision of a clean and beautiful Pennsylvania.
