Philadelphia House Delegation supports new SEPTA general manager

HARRISBURG, June 3 – The Philadelphia House Delegation today offered supportive reaction to the recent appointment of Scott A. Sauer as the new general manager of SEPTA. Sauer has served as interim general manager since November 2024.

Chairwoman of the Philadelphia House Delegation, state Rep. Morgan Cephas, D-Phila., lauded Sauer’s experience and vision for the future of SEPTA.

“We’re happy with the decision of the SEPTA board to appoint Scott A. Sauer as the new general manager of SEPTA,” said Cephas.

“His rise to general manager of the country’s sixth-largest mass transportation agency is a classic Philadelphia success story. Beginning his career as a second-generation transit professional as a train operator 35 years ago, his experience through the ranks of the authority will wisely inform the myriad decisions in front of him as GM to manage over 9,300 employees and solve the impending fiscal crisis facing SEPTA.

“As a delegation, we already have a good working relationship with Scott, so we look forward to continuing our work with him at the helm of the organization to find a solution for the funding issues ahead of SEPTA and mass transportation across Pennsylvania. Our region doesn’t move without SEPTA, and Pennsylvania’s economy will grind to a halt if the Greater Philadelphia area loses mobility. The commonwealth can’t afford to dismantle SEPTA so we’re anxious to get to work in earnest with GM Sauer to find resolution.”

Chairman of the House Transportation Committee Rep. Ed Neilson, D-Phila., said, “His 35 years of service speaks volumes about his dedication to SEPTA and the City of Philadelphia. His humble beginnings with SEPTA as a train operator, working through the ranks to become General Manager means he is familiar with the innerworkings of SEPTA on all levels; I’m confident he will be a fantastic leader for SEPTA, and I look forward to working with him in my role as majority chair of the House Transportation Committee.”

The House Transportation Committee passed in May H.B. 1364, sponsored by Neilson, which would follow Governor Josh Shapiro’s plan to fund mass transportation across all 67 counties in Pennsylvania. The Philadelphia House Delegation supports this plan and is hopeful to have it included as part of negotiations for the 2025-26 state budget.
