PROGRAMS OPEN FOR APPLICATIONS: 

Department of Education: Tutoring Program for Adults Grant

Who May Apply: School districts, intermediate units, area career and technical centers/vocational-technical schools, community colleges, literacy councils, local libraries, community-based organizations, any other educational entity recognized by the Secretary of education for providing appropriate and effective adult or family literacy programs.

Use: Funds may be used to provide adult literacy education for eligible adults, family literacy education for eligible parents and children, training for volunteer adult literacy education instructors, and administration, support services for learns, and outreach activities.
Funds: $1.084 million in funds is expected to be awarded.

Commission on Crime and Delinquency: Assessing Racial & Ethnic Disparities in Pennsylvania’s Juvenile Justice System

Who May Apply: Institutions of higher education, nonprofit organizations, or for-profit institutions. Organizations must have experience, expertise, and credibility to conduct key project deliverables associated with this funding announcement.

Use: To pay for expenses directly related to the activities, management and coordination of the project, to provide stipends/compensation for individuals contributing to qualitative research activities, for other costs necessary for project implementation.
Funds: $250,000 in funds is available. PCCD expects to fund one grant with a budget not to exceed $250,000 over the 12-month project period.

Commission on Crime and Delinquency: Innovative Pennsylvania Academic and Career/Technical Training Projects

Who May Apply: Residential facilities, community-based providers, and/or juvenile probation departments who are a current PACTT member in good standing and not on provisional status, serve adjudicated delinquent youth, have exhausted each of five tiers of grants included in the PACTT mini-grants program.

Use: To support efforts in one or more areas designed to further develop the job readiness, academic, and employability skills of youth involved in the juvenile justice system.
Funds: $450,000 in funds are available. PCCD expects to award six grants with budgets not exceeding $75,000 over the 24-month project period.

Commission on Crime and Delinquency: Paul Coverdell Forensic Science Improvement Funds

Who May Apply: State, county, or municipal forensic crime laboratories are eligible to submit applications under this solicitation to support activities that improve the quality and timeliness of forensic services.

Use: Funds for the proposed program shall be used to support one or more of the following activities, with at least 55% of the budget dedicated to combating opioids and/or synthetic drugs: Improving quality and timeliness of forensic science or medical examiner/coroner services; eliminating backlog in analysis of forensic science evidence; address emerging forensic science issues and technology; and education and training of forensic pathologist, among other things
Funds: $832,346 in funds are available. PCCD expects to fund six grants with budgets not to exceed $165,000 over the 12-month project period.

Department of Agriculture: Farm Vitality Planning Grant

Who May Apply: Farmers, prospective farmers, and others may apply.

Use: Strategic business planning to expand or diversify farms or support transition of ownership.
Funds: $500,000 in funding is available. Grants shall not exceed $7,500.

Application Deadline: Applications will be received until funds are exhausted.

Department of Environmental Protection: Development & Implementation of Municipal Recycling Programs Grants

Who May Apply: Municipalities

Use: Recycling program design costs, recycling market investigations, development of recycling public education program, purchasing or leasing vehicles used to collect recyclables, transporting recyclables to processing facilities, and other eligible activities.
Funds: Municipalities are eligible for 90% funding of approved recycling program costs and applications may not request more than $200,000.

Department of Labor: PAsmart Supporting Pennsylvania’s Organic Agriculture through Registered Apprenticeships and Pre-Apprenticeships Grant Program

Who May Apply: Organizations that serve as sponsors or intermediaries of new Registered Apprenticeship and Pre-Apprenticeship Programs supporting occupations specific to organic agriculture, including organic inspectors, certified organic farmers, certified organic processors, and experienced labor on organic farms and in certified organic processing facilities.

Use: Funds are to be used to align, expand and diversify the apprenticeship model with a specific focus on organic agriculture and associated occupations.
Funds: $700,000 in funding has been allocated to this program. Grant awards will not exceed $350,000.

Department of Labor: Digital Literacy and Workforce Development Round 5

Who May Apply: Round 3 and 4 awardees who will continue/expand their programming, workforce boards, public libraries, library systems, district library centers, non-profit agencies, or small businesses.

Use: Funds will be used to enhance the digital literacy skills necessary for securing and maintaining jobs and careers offering family-sustaining wages, including job search capabilities and access to employment postings.
Funds: $5,000,000 in total funds will be available in awards up to $100,000. $2,000,000 in funding will be available to new applicants. $3,000,000 in funding will be available to Round 3 and 4 awardees who will continue/expand their programming.

PROGRAMS OPEN FOR APPLICATIONS: 

Commission on Crime and Delinquency: Recruitment Incentives for Law Enforcement

Who May Apply: Local law enforcement agencies, campus or university police, railroad or street railway police, airport authority police, and county park police.

Use: Funding is explicitly to support Act 120 training and recruitment activities for law enforcement officers that will take place between Oct. 19, 2023 and June 30, 2025.
Funds: $14 million in federal COVID Relief (ARPA) is available. PCCD anticipates this funding being able to support approximately 2,000 new fulltime officers statewide.

Application Deadline: Applications will be reviewed on a rolling basis until all funding is committed, at which point the application period will close.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant

Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and nonprofit organizations. For-profit entities are not eligible.

Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.

Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program

Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.

Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.

Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Drug and Alcohol Programs: Recovery Housing Program

Who May Apply: Any entity registered with the Pennsylvania Department of State to provide housing for individuals recovering from substance use disorder.

Use: Health and safety upgrades, including demolition, debris removal, rehabilitation improvements, environmental remediation costs, and construction and inspections to comply with DDAP regulations.
Funds: A total of $300,000 is available. Grant awards will be up to $50,000.

Application Deadline: The grant will remain open until funds are exhausted.

Department of Environmental Protection: Small Business Advantage Grant Program

Who May Apply: For-profit businesses in PA with a primary physical location in PA and 100 or fewer full-time employees. Commercial real estate businesses and tenant businesses may also be eligible if they meet the criteria outlined in the program guidelines.

Use: The Program is a first-come, first-served grant program that provides matching grants to assist small businesses undertaking energy efficiency, pollution prevention or natural resource conservation projects.
Funds: $1 million in grant funding is available for this funding round for grants between $5,000 and $8,000.

Application Deadline: Grants will be accepted through March 22, 2024 or when funds are exhausted, whichever occurs first.

Commission on Crime and Delinquency: Endowment Act – Child Advocacy Centers

Who May Apply: National Children’s Alliance (NCA) members

Use: Funds may be used to expand the number and types of services provided by NCA members, meet an unmet demand for NCA member services, or create innovative programs such as telemedicine, mobile therapists, or medical navigators, among other uses.
Funds: $1,500,000 in state Endowment Act funds is expected to fund 12-15 grants with budgets not to exceed $100,000 over the 2-year project period.

Commission on Crime and Delinquency: Endowment Act – Direct Victim Service Organizations

Who May Apply: Non-profits, for profits, or units of local government whose principle mission is to provide services to crime victims and part of the services offered target child victims of sexual abuse

Use: Direct victim services programs, innovative programs that reach child victims of sexual abuse who are underserved/unserved, enhancing medical and mental health services, and other activities
Funds: $1,500,000 in state Endowment Act funds is expected to fund 12-15 grants with budgets not to exceed $100,000 over the 2-year project period.

Department of Health: WalkWorks Grant

Who May Apply: Municipalities and metropolitan and rural planning organizations.

Use: Funds will be available to applicants to assist with the development of a plan, which will identify and prioritize projects related to modes of active transportation with an emphasis on walking, biking, using a wheelchair, and public transit.
Funds: Funding will depend on the number of applications received and the amounts requested.

Commission on Crime and Delinquency: 2024/25 Justice Assistance Grant (JAG) Local Initiatives Funding

Who May Apply: Eligible applicants include local units of government, including counties, and non-profit organizations. State agencies, non-profit colleges, universities, and other school entities are not eligible to apply.

Use: The goal of this program is to implement projects and programs that directly address the objectives and goals outlined in PCCD’s approved 2021-2025 Strategic Framework.
Funds: $7 million in federal funding is provided through Byrne Justice Assistance Grant funds. PCCD expects to fund approximately 30-35 grants not to exceed $250,000 per grant.

Department of Conservation and Natural Resources: All-Terrain Vehicle and Snowmobile Program

Who May Apply: Municipalities, non-profit organizations, and for profit organizations

Use: Planning, acquisition, development, rehabilitation, or equipment purchase for ATV and/or snowmobile trails and facilities, ATV and/or snowmobile educational programs.
Funds: Funding comes from the ATV Management Restricted Account and the Snowmobile Management Restricted Account

Department of Agriculture: Resilient Food Systems Infrastructure Program

Who May Apply: Agricultural producers or processors and nonprofits, for-profits, local government entities, and institutions such as schools, universities or hospitals that operate middle of the food chain activities or invest in equipment that will benefit middle of the supply chain activities.

Use: Activities that expand capacity and infrastructure for the aggregation, processing, manufacturing, storing, transporting, wholesaling or distribution of targeted local and regional agricultural products
Funds: The Department intends to make up to $19,311,559 available for grants.

Conservation and Natural Resources: Community Conservation Partnerships Program

Who May Apply: counties, municipalities, municipal agencies, nonprofit organizations, state heritage areas, prequalified land trusts, for-profit organizations (for some grant types).

Use: Funds may be used for projects related to parks, recreation, and conservation, including, but not limited to, park and recreation rehabilitation and development, recreation and conservation planning, trail planning and construction, land acquisition and conservation, river access and conservation, community and riparian tree planting, and regional and statewide partnerships to better develop and manage resources.
Funds: Funds for this program come from a mix of state and federal sources, including the Keystone Recreation, Park and Conservation Fund, the Environmental Stewardship Fund, the Snowmobile Restricted Account, the All-Terrain Vehicle Restricted Account, and more. The 2023 funding round provided over $52 million in awards.

Community and Economic Development: COVID-19 ARPA PA Multi-Purpose Community Facilities Program

Who May Apply: Units of local government and community anchor institutions (as defined in Act 96 of 2021).

Use: Funding is to be used for community projects that construct, acquire, or improve facilities (shared office space, recreation centers, schools, libraries, etc.) that are or will be open to the public and directly enable work, education, and health monitoring at the facility.
Funds: $44,853,958 of federal ARPA funds will be distributed through this program. The minimum grant amount is $250,000 and the maximum grant amount is $2 million.

Commonwealth Financing Authority: Abandoned Mine Drainage Abatement & Treatment Program

Who May Apply: Municipalities, Councils of Governments, Authorized Organizations, Institutions of Higher Education, Watershed Organizations, for profit businesses.

Use: Grants may be used for abatement of abandoned mine drainage and/or treatment of abandoned mine drainage through treatment facility system construction, treatment system repair, and upgrades or operation and maintenance of existing passive and active treatment systems.
Funds: Grant requests shall not exceed $1 million.

Commonwealth Financing Authority: Baseline Water Quality Data Program

Who May Apply: Municipalities, Councils of Governments, Authorized Organizations, Institutions of Higher Education, Watershed Organizations, for profit businesses.

Use: Eligible projects are those that will use accepted scientific principles and practices for water sample collection and analysis to document existing groundwater quality conditions on private water supplies.

Use: Projects that restore and maintain restored streams impaired by nonpoint source polluted runoff.
Funds: Grant requests shall not exceed $300,000.

Liquor Control Board: Reducing Underage Drinking and Dangerous Drinking Grant

Who May Apply: School districts, including trade and technical schools, institutions of higher education, municipal representatives, nonprofit and for-profit organizations, community organizations, municipal police departments, college/university police departments.

Use: The focus of grant projects and activities is the development of innovative and comprehensive programs which address underage drinking, dangerous drinking by those who are of legal drinking age, and/or to promote responsible alcohol consumption by those of legal drinking age. If the program is not innovative, then it must be evidence-based, or evidence informed.
Funds: The grant cycle spans two years (July 1, 2024-June 30, 2025, and July 1, 2025 to June 30, 2026) and the maximum award is capped at $50,000 per cycle and $25,000 per year.
