Stopping ride-hailing companies from taking advantage of riders!

Dear Neighbors,

It is currently July 2nd, and we are still without a budget. Our Budget was due on June 30th, and House Democrats did our due diligence by sending a budget package to the Senate back in April.

The Senate Republicans have all gone home for the holiday weekend, even though there is still work to be done in Harrisburg.

I do, however, come to you all with some exciting news to share! This week, I had a bill pass the house 198-4, with near unanimous bipartisan support! House Bill 2512 would prevent surveillance pricing by ride-hailing companies.

Our data is no longer private – everything from our physical location, browsing and shopping history and even our medical information is collected primarily for the benefit of large corporations.

Companies then use this data to tailor their prices to individuals, with some consumers paying higher prices than others for the same product or service. This is known as “surveillance pricing.”

Consumers who use ride-hail companies like Uber and Lyft are familiar with “surge pricing” where prices are higher based on real-time demand but may not be familiar with companies using information such as a person’s low phone battery to customize prices. If these types of pricing methods are being used, they are unfair to consumers, especially to those who rely upon ride-hailing companies to get to appointments or to run errands.

Special thanks to Representative Waxman for co-sponsoring this bill with me.

I want to give a sincere ‘thank you’ to both my Democratic and Republican colleagues for all of the work and support on this bill!

I am so glad that we can all come together and create legislation that protects people and keeps up with the demands of the ever-changing digital world!

Always in service,

Rep. Andre D. Carroll
