Back to School, Data Center Executive Order, PLUS Team Carroll in the community!

BACK 2 SCHOOL FAIR

Don't forget! TOMORROW is my last back 2 school fair before the start of the new school year! I want to wish all of the kiddos in our community a great first day, and a great school year! You will do amazing things!

Dear Neighbors,

On Tuesday, Gov. Josh Shapiro signed an Executive Order restricting data center development in Pennsylvania. This is an important move because even though the PA House has passed eight bills this year to regulate data centers and put protections for communities and guardrails in place, the state Senate has refused to move any of them, even voting down a data center moratorium bill in committee.

The Governor’s Executive Order mandates that any data center developers must:

  • Pay the full cost of electricity and infrastructure needed to power their project, without shifting costs to residents.
  • Commit to full transparency with local residents and leaders often and early, so that communities can have meaningful conversations about the impact of the project.
  • Hire and train local workers and enter meaningful community benefit agreements.
  • Meet the highest standards of environmental protection and strict water conservation requirements.

The Executive Order also removes all data center proposals from the Fast Track permitting process and removes the use of nondisclosure agreements for data center projects – paving the way for more transparency and more time for municipalities to consider whether they want to support projects proposed in their communities.

You can read the Executive Order here.

Always in service,

Rep. Andre D. Carroll

Team Carroll in the Community

On August 4th, I had a wonderful time attending the 14th District’s National Night Out! There were so many great giveaways, vendors, and, most importantly, wonderful neighbors coming together for a fun-filled evening. Seeing the joy and excitement on their faces is truly what makes this work so meaningful and enjoyable! A special thank you to the 14th Police District for spending time with our neighbors, strengthening connections in the community, and continuing to be there for us in times of need. It was a beautiful night of community, connection, and fun!

On August 1st, I had the pleasure of stopping by New Gathsemane’s 100th Church Anniversary Banquet to celebrate such an incredible and historic milestone! It was especially wonderful to see so many of my neighbors, including some who visited my office, all dressed up and coming together for such a special evening. A heartfelt thank you to Ms. Brenda Bellinger for the invitation and for allowing me to be part of this beautiful celebration. Congratulations to the entire New Gathsemane community on 100 years of faith, service, and dedication! Here’s to celebrating this amazing legacy and to 100 more years!

On August 1st, we hosted the first of three Back-to-School Drives for our community in collaboration with Senator Art Hayward at Lonnie Young Rec Center. This event truly warmed my heart as I got to see so many of our young people receive the supplies they need while having fun and enjoying a wonderful day together! From the great performances and delicious food to the many valuable resources available for families, it was beautiful to see our community come together to help make sure parents and students are prepared for anything that may arise during the school year. Thank you to all the community partners who came out to support, as well as every family and neighbor who joined us. I’m so grateful for everyone who helped make this event such a success, and I can’t wait for our last Back-to-School Drive!

On August 17th, I had the pleasure of visiting Brightside Academy’s Open House! Brightside Academy is a wonderful childcare center in our district that is always working to keep children engaged, learning, and having fun. During my visit, I had the opportunity to learn more about how state government can better support childcare centers like Brightside Academy, while also hearing directly from parents and educators about their experiences and the needs of our families. Listening to the people who work with and care for our children every day is so important, and I’m grateful for the chance to hear their perspectives. Thank you to the Brightside Academy team for welcoming me and for all that you do to support the children and families in our community!

On August 18th, I had the opportunity to stop by Ron the Barber’s Barber School and see firsthand the incredible work being done with young people in our community. I got to learn more about the program, see what the students are learning, and hear about the goals and aspirations they have for their futures. It was truly impactful to see young people from my neighborhood being given a second chance while learning a valuable trade that can open doors and change the course of their careers. Opportunities like this show just how powerful it can be when we invest in our youth and give them the tools they need to build a brighter future. Thank you to Ron the Barber for providing this incredible opportunity for our students and for honoring me for the work I do in the community. I’m grateful for the invitation and proud to support programs that are helping our young people believe in themselves and their futures!

On August 15th, I had an amazing time attending the UFC Fan Fest! There was so much to see and do, from exciting meet-and-greets to testing our skills on the punching bag simulators. It was wonderful to experience all the energy and excitement of this special Philadelphia 250 event alongside some of our neighbors. A big thank you to Michael and the entire UFC team for inviting me out and giving me the opportunity to be part of such a fun and memorable day. I’m always grateful to get out and enjoy what our great city has to offer!

On August 15th, I had the pleasure of hosting my second Back-to-School Drive at Hair After Barber Lounge! The day was filled with great vibes, bookbags, and so many valuable resources to help our students and families prepare for the upcoming school year. It was wonderful to see our community come together to make sure our young people have the support and supplies they need to start the school year strong. Thank you to all our incredible community partners who came out and helped make this event such a success. Your continued support and dedication to our neighbors mean so much!

On August 14th, I had the pleasure of visiting the Thomas & Woods Foundation’s 15th Anniversary Camp! It was truly inspiring to see campers not only learning the game of basketball but also gaining valuable skills in coding and financial literacy, while having the opportunity to learn from special guests. Programs like this show our young people that there are so many paths to success and so many opportunities waiting for them. I’m grateful to the Thomas & Woods Foundation for inviting me out and for 15 years of investing in, inspiring, and supporting our youth. I’m proud to support the incredible work you are doing in our community and look forward to seeing the impact you continue to make for years to come!

On August 3rd, as part of the Children and Public Safety Caucus, I joined my colleagues for a visit to Philadelphia’s juvenile detention center. It is our responsibility to ensure that every young person in detention is being treated safely, their rights are respected, and they have the support and opportunities they need to move forward. I’m grateful to be able to do work like this and see firsthand what is happening within these facilities. We will continue visiting centers, listening, learning, and working to identify ways we can better support these young people and help create brighter paths for their futures. Thank you to everyone who welcomed us and took the time to guide us through this meaningful and important

tour. Our children deserve to know that we care about their well-being, their dignity, and their future.

On August 21st, I had the honor of serving as the guest speaker at Beyond Literacy’s Skilled Trades Pathway Pre-Apprenticeship Program graduation. Being in a room filled with family and friends celebrating these incredible graduates truly lifted my spirits. These graduates have sacrificed so much to reach this moment and hearing their stories as well as the stories from their families meant so much to me. Their journeys are a powerful reminder that with determination, support, and opportunity, we can overcome obstacles and build brighter futures. Thank you to Beyond Literacy for allowing me to be part of such a special day and for the incredible work you do to create life-changing opportunities for so many in our community. Congratulations to all the graduates! I am so proud of everything you have accomplished, and I can’t wait to see all that you will achieve in the future. Keep believing in yourselves, keep pushing forward, and never forget how far you’ve already come!
