Brian's Briefing for November 14: A balanced, bipartisan budget

Dear Neighbors,

The General Assembly on Wednesday passed a balanced, bipartisan budget plan with no tax increases or reductions in the Rainy Day Fund, and Gov. Shapiro signed it into law.

I’m proud to say I voted for a budget plan that pays our bills, helps kids in Bucks County, preserves vital services, and prevents layoffs. The end result is a compromise between the governor’s original proposal, our House proposal, and a Senate plan to just use last year’s budget. It delivers the important services people need in the face of an unpredictable federal government.

With costs rising across the country, I worked to ensure this budget didn't impose any tax hikes.

This budget spends a little over $50 billion and includes $800 million in investments in K-12 education and an additional $40 million in special education. This means an increase of $344,000 for Centennial School District, and an increase of $461,000 for Central Bucks.

This budget is long overdue, but it gets the job done: beyond increasing funds for our schools, we’re also increasing funding for direct care workers and supports for Pennsylvanians with intellectual disabilities, and investing in job creation, innovation, and entrepreneurship.

Gratitude for my fellow veterans

I spent this Veterans Day at Willow Dale Elementary School’s Veterans Day program and with the Warrington Veterans Affairs Committee. As a veteran myself, I make sure to spend this day each year out in our community making sure our local veterans know we’re here for them and we’re grateful for their service. The events I attended did a wonderful job of expressing thanks, and of teaching our youngest residents what veterans have done for us throughout history. Thank you for including me in your celebrations!

 

 

New Working Pennsylvanians Tax Credit

A new tax reduction for eligible residents was included in the budget plan that Governor Shapiro signed on Wednesday.

The Working Pennsylvanians Tax Credit is a state-level earned income tax credit based on the federal Earned Income Tax Credit, a tax break offered to low-to-moderate earners that reduces the amount of taxes they owe.

Any Pennsylvania household that qualifies for the federal EITC will receive an additional credit from the state that is equal to 10% of their federal return.

 

 

There's still time to apply for the Property Tax/Rent Rebate

The deadline to apply is December 31, 2025.

You may be eligible for a Property Tax/Rent Rebate for claim year 2024 if you meet the requirements:


~You were 65 or older as of Dec. 31, 2024
~ Widow or widower during all or part of 2024 and were 50 or older
~ Permanently disabled and 18 or older during all or part of 2024
~Total eligible annual household income - $46,520 or less
*note: when calculating total income, exclude one-half of your Social Security benefits.

To make my office’s constituent services as accessible as possible, I have established remote office hours at local township buildings throughout our legislative district.

 

We will be at the following locations from 10 a.m. to noon on the days indicated:

  • Warrington Township Building: Third Tuesday of every month; next is November 18.
  • Warminster Library: Third Wednesday of every month; next is November 19.
  • Warminster Township Building: First Tuesday of every month; next is December 2.
  • Warminster Heights: First Friday of every month; next is December 5.
  • Ivyland Borough: Second Tuesday of every month; next is December 9.
  • New Britain Township Building: Second Wednesday of every month; next is December 10.

 

Specialty Office Hours

 

To help focus on specific needs, my staff and I have established specialty hours when outside experts come in to guide our residents. An appointment is required for these hours. Please call 215-323-6997 to schedule.

  • Advance Care Planning: First Wednesday of every month; next is December 3. 
  • Veterans Services: 9:30 a.m. to 3:30 p.m., second Monday of every month; next session is December 8.
