Standing Committees

There are 23 standing committees that are composed of 21 members each. On each of these committees are 12 members from the majority caucus (Democrats) and 9 members from the minority caucus (Republicans). 

Rep. Rabb serves on the following standing committees: Judiciary, Agriculture & Rural Affairs, Finance and Commerce.

The majority chair of these respective committees has the sole authority to decide what bills or resolutions referred to these committees come up for a vote or for which hearings are convened.

Not all standing committees have a subcommittee. And some committees have more than one subcommittee.

Each subcommittee focuses on a specific issue within an array of issues that the standing committee addresses.

A subcommittee is composed of five members of the majority caucus, and three members from the minority caucus. 

All subcommittee members must also be members of the overarching standing committee.

Rep. Rabb is the chair of the Commerce Subcommittee on Local Business and chair of the Finance Subcommittee on Tax Modernization and Reform.

Subcommittee on Local Business (Commerce)

The House Commerce Commitee focuses on business and banking issues.

The Subcommittee on Local Business never convened in the past six years when under Republican control in its former iteration as the Subcommittee on Small Business.

After this subcommittee is formally reactivated, it will commit to holding at least one hearing before the end of June and will invite key stakeholders to testify on the state of local businesses across the commonwealth.

Subcommittee on Tax Modernization and Reform (Finance)

The House Finance Commitee focuses on taxes and revenue issues.

This subcommittee was not convened in the past six years when under Republican control.

After this subcommittee is formally reactivated, it will commit to holding at least one hearing before the end of June and will invite key stakeholders to testify on the state of tax policy and the revenues generated from the array of taxes Pennsylvanians pay.
