Rep. Christopher M. Rabb November 19, 2025 | 2:54 PM
HARRISBURG, Nov. 19 – As an unwavering advocate for tax policy reform, state Rep. Chris Rabb is celebrating the creation of the new Working Pennsylvanians Tax Credit, a policy he championed years before it was included in the 2025-26 state budget.
“This is a victory worth celebrating as we continue to fight to create a fairer tax system,” said Rabb, D-Phila. “Pennsylvania’s tax system should stop penalizing low-income households while allowing the wealthiest to pay less than their fair share. The Working Pennsylvanians Tax Credit is a meaningful step toward that vision, and one that will help nearly a million families keep more of what they earn.”
Rabb said the WPTC builds on legislation he authored aimed at fixing Pennsylvania’s upside-down Tax Code and is a long-overdue step toward basic tax fairness.
Recipients of the federal Earned Income Tax Credit will automatically qualify for the WPTC and receive 10% of their federal EITC. The WPTC is expected to deliver $193 million in tax relief to 940,000 Pennsylvanians next tax season.
Details on the WPTC are available here.
