Department of Community and Economic Development: Global Access Program (GAP)
Who May Apply: Pennsylvania companies that meet specific criteria (criteria available at link below)
Use: Valid uses include: overseas and domestic trade show participation, overseas trade mission participation, foreign market sales trip, subscription to US DOC services, translation/interpreter fees, website internationalization, shipping sample products, and compliance testing.
Funds: $800,000 in grant funding is available. Companies are eligible to receive up to $10,000 grants.

Department of Environmental Protection: Orphan Well Plugging Grant Program
Who May Apply: Qualified well pluggers
Use: Funds are to be used to plug orphaned gas wells.
Funds: Grants of $40,000 are available for plugging wells 3,000 feet deep or less. Grants of up to $70,000 are available for plugging wells deeper than 3,000 feet.
Application Deadline: Applications will be accepted until funding is depleted.

Department of Education: It’s On Us PA
Who May Apply: Post-secondary institutions, including public and private two-year and four-year colleges and universities.
Use: Funding is intended to be used to implement strategies aimed at reducing incidences of sexual assault. This can include improving awareness, prevention, reporting, and response systems regarding sexual violence in schools, removing or reducing barriers that prevent survivors of sexual violence from reporting, and demonstrate significant, proactive, and sustainable leadership to change campus culture, among other things.
Funds: Eligible institutions and schools with 10,000 or fewer students may request up to $40,000; those with more than 10,000 students may apply for up to $60,000. Private licensed career schools that do not offer specialized associate degrees may request up to $10,000.

Department of Education: PAsmart Advancing Grant
Who May Apply: K-12 schools, post-secondary institutions, career and technical centers, out-of-school time providers, libraries, and early learning centers.
Use: To expand access to computer science and science, technology, engineering, and math (STEM) education for learners across the commonwealth.
Funds: There are three levels of grants available – Career and Technical Education Distressed Schools Collaboration Grants, Career and Technical Education Planning Grants, and Career and Technical Education Innovation Grants. Visit the link before for details on each grant.

Department of Environmental Protection: Small Business Advantage Grant Program
Who May Apply: Pennsylvania-based small businesses
Use: Adopt processes or acquire equipment which results in energy efficiency, pollution prevention, and natural resource protection.
Funds: Funding can range from 50% or $7,500 (whichever is less) up to 80% or $12,000 (whichever is less) and will vary depending on environmental impact and project location.

Department of Environmental Protection: Methane Emissions Reduction Program
Who May Apply: An Operator of 10 or less wells, a Qualified Well Plugger, or a Third Party may apply.
Use: Funds are to be used to plug an eligible Marginal Convention Well.
Funds: Grants of $20,000 are available for plugging wells 3,000 feet deep or less. Grants of up to $35,000 are available for plugging wells deeper than 3,000 feet.

Department of Environmental Protection: Food Recovery Infrastructure Grant
Who May Apply: Non-profit organizations
Use: Procurement of equipment (refrigerators, freezers, refrigerant and nonrefrigerated box trucks, cargo vans, pallet jacks, dollies, hand fork lifts, stoves, ovens and microwaves) to reduce food waste disposal from food retailers, wholesalers, agriculture organizations, farms and cooperatives and redistribute that food to the public.
Funds: Grants up to $50,000 are available.

Department of Community and Economic Development: PA SITES
Who May Apply: Municipalities, economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations.
Use: To develop competitive sites for businesses to relocate or expand within Pennsylvania.
Funds: $400 million in funding is available.
Application Deadline: Applications are accepted on a rolling basis and approved on a quarterly basis

Department of Agriculture: Farm Vitality Planning Grant
Who May Apply: Farmers, prospective farmers, and others may apply.
Use: Strategic business planning to expand or diversify farms or support transition of ownership.
Funds: $500,000 in funding is available. Grants shall not exceed $7,500.
Application Deadline: Applications will be received until funds are exhausted.

Commission on Crime and Delinquency: Recruitment Incentives for Law Enforcement
Who May Apply: Local law enforcement agencies, campus or university police, railroad or street railway police, airport authority police, and county park police.
Use: Funding is explicitly to support Act 120 training and recruitment activities for law enforcement officers that will take place between Oct. 19, 2023 and June 30, 2025.
Funds: $14 million in federal COVID Relief (ARPA) is available. PCCD anticipates this funding being able to support approximately 2,000 new fulltime officers statewide.
Application Deadline: Applications will be reviewed on a rolling basis until all funding is committed, at which point the application period will close.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant
Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and nonprofit organizations. For-profit entities are not eligible.
Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.
Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program
Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.
Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.
Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Department of Education: Keystone Grants for Public Library Facilities
Who May Apply: Municipalities on behalf of public library facilities.
Use: To plan, acquire, construct, or rehabilitate public library facilities. Examples of fundable projects include, but are not limited to: ADA upgrades, roof or window replacement, energy efficient upgrades to HVAC systems, facility expansion and new construction.
Funds: Keystone grants must be matched dollar-for-dollar. Matching funds may include cash, other state funds, and federal funds. See program regulations for further details.

Office of the State Fire Commissioner: Fire Company and Emergency Medical Services Grant Program
Who May Apply: All fire companies, emergency medical services, and volunteer rescue squads
Use: Eligible projects include but are not limited to facility renovations, equipment purchases, debt reduction, training, education, and recruitment and retention.
Funds: Awards may range from $2,500 to $20,000 for fire/rescue companies and $2,500 to $15,000 for EMS companies.

Department of Environmental Protection: Coastal Zone Grant Program
Who May Apply: Local governments, area-wide agencies, state agencies, educational institutions, conservation districts, port authorities, public authorities, and non-profits
Use: Grants may be used for a wide variety of studies, plans, designs, research, acquisition, and construction pertaining to the Coastal Resources Management Program within the Delaware Estuary or Lake Erie.
Funds: Federal funds are available through NOAA with a grant limit of $75,000.

Department of Community and Economic Development: Neighborhood Assistance Program (NAP)
- Please note, the NAP is broken down into 5 programs (The Neighborhood Assistance Program, the Special Program Priorities, the Charitable Food Program, the Neighborhood Partnership Program, and the Enterprise Zone Program. Please visit the DCED website for specifics on each program.
Who May Apply: Nonprofit organizations
Use: The goals of the Programs are to promote community participation and collaborations among the residents, nonprofits and businesses while producing outcomes by assisting a distressed area or the low-income population in a neighborhood. Eligible neighborhood nonprofits apply for tax credits based on pending contributions from for-profit companies.
Funds: The total available NAP tax credit amount has increased from $36 million to $72 million.

Commission on Crime and Delinquency: Continuing County Adult Probation and Parole Grant Program
Who May Apply: Counties
Use: The primary purpose of the CCAPPG funds is to provide funding from the Commonwealth for costs incurred by the county for the supervision of adult offenders.
Funds: PCCD is announcing a total of $16,150,000 in state Continuing County Adult Probation and Parole Grant funds. PCCD expects to fund up to 65 county adult probation and parole departments through this initiative.

Commission on Crime and Delinquency: Violence Intervention and Prevention Program
Who May Apply: Community-based organizations (i.e., active, registered 501(c)(3)s), institutions of higher education, municipalities, counties, and district attorneys.
Use: Reducing community violence through, among other things, increasing access to support services and behavioral health, providing health services and intervention strategies, providing mentoring and other intervention models, and fostering and promoting communication between schools, the community, and law enforcement.
Funds: PCCD expects to fund 25-30 VIP Expansion, Enhancement, or Continuation of Established Programs grants with budgets not to exceed $950,000 over a 36-month period and 15-20 VIP Start-Up Grants with budgets not to exceed $100,000 over an 18-month period.

Commission on Crime and Delinquency: Collaborative Community Violence Intervention (CCVI) Strategies
Who May Apply: Community-based organizations (i.e., active, registered 501(c)(3)s), institutions of higher education, municipalities, counties, and district attorneys.
Use: The primary purpose of this grant program is to increase capacity of local jurisdictions (municipalities, counties) to support and implement evidence-based intervention and response strategies to address gun and group-related violence.
Funds: PCCD expects to fund 5-10 CCVI Planning Grants with budgets not to exceed $75,000 over an 18-month project period and 2-3 CCVI Implementation Grants with budgets not to exceed $2,000,000 over a 36-month project period.

Commission on Crime and Delinquency: Building Opportunities for Out-Of-School Time (BOOST)
Who May Apply: Community-based organizations (i.e., active, registered 501(c)(3)s), school districts, area career and technical schools, libraries, statewide youth-serving nonprofit organizations.
Use: Out-of-school programming for at-risk school-age youth, including structured programs or activities with engaged mentors and evidence-based or evidence-informed practices provided to school-age youth before school, after school, or during the summer.
Funds: Approximately $11.5 million in state VIP funding is available for local and statewide BOOST programs.

Department of Transportation: Multimodal Transportation Fund (MTF)
Who May Apply: Municipalities, councils of government, businesses, economic development organizations, public transportation agencies, ports and rail freight entities.
Use: To improve transportation assets that enhance communities, pedestrian safety, and transit revitalization.
Funds: The MTF requires a 30% match of the amount award. Awards are available for projects with a minimum cost of $100,000 and no more than $3,000,000.

Department of Environmental Protection: Environmental Education Grants Program
Who May Apply: Public schools and school districts (including intermediate units and charter schools), private schools, conservation and education organizations and institutions, universities and colleges, county conservation districts, incorporated nonprofit organizations, businesses.
Use: Funding is intended for non-formal and forma environmental education projects that ensure an environmentally literate citizenry to take positive actions to help ensure the safety of the state’s natural resources.
Funds: Funding is supported by five percent of the money collected from environmental fines and penalties, to be appropriated to DEP and the Department of Conservation and Natural Resources.

Department of Agriculture: Agriculture Innovation Grant Program
Who May Apply: Eligible applicants include a person who grows an agricultural commodity and who has anticipated sales greater than $2,000 per year; a person who processes an agricultural commodity and has anticipated sales greater than $10,000 per year; a person who provides technical assistance or services to farmers for conservation, engineering, veterinary care, animal disease management, farm management, agricultural commodity production, nutrient management or similar services; or a person or cooperative association that utilizes agricultural commodities to create products or energy.
Use: To promote and support agricultural innovation to ensure the competitiveness, resiliency, environmental stewardship, and vitality of farms, agribusinesses and agricultural support services in this Commonwealth.

Department of Community and Economic Development: Main Street Matters
Who May Apply: Units of local government, redevelopment and/or housing authorities, nonprofits, economic development organizations, housing corporations, community development corporations, business improvement districts, neighborhood improvement districts, downtown improvement districts, and similar organizations incorporated as authorities.
Use: A flexible tool for use in community and economic development for a variety of uses including planning activities, façade grant programs, business improvement grant programs, accessible housing programs, and district development grants.
Funds: $20 million was allocated for this program in the 2024/25 budget. Individual grant awards vary depending on the type of grant.

Department of Community and Economic Development: Local Share Account Statewide
Who May Apply: Counties, municipalities, municipal authorities, economic development agencies, redevelopment authorities, land banks, or councils of government. Non-profits may partner with an eligible applicant to apply on their behalf.
Use: Projects in the public interest. Projects that improve the quality of life of citizens in the community. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization. See program guidelines for specific eligible uses of funds.
Funds: The PA Race Horse Development and Gaming Act provides for the distribution of gaming revenues through the Commonwealth Financing Authority to support projects in the public interest. Grant requests must be at a minimum $25,000 and no more than $1,000,000.

Office of the State Fire Commissioner: Unconventional Gas Well Fund
Who May Apply: Volunteer and career fire, EMS, and rescue companies in counties where unconventional gas well drilling is permitted and counties that directly border permitted counties and respond to related emergencies.
Use: Funds may be used for certification, equipment, and training relating to responding to emergencies at unconventional gas wells.
Funds: $250,000 in funding is available.
