HARRISBURG, March 8 – State Rep. Kyle Mullins has been appointed to serve as the majority vice chairman of the House Appropriations Committee for the 2023-24 legislative session. “With the role of majority vice chairman comes an increased responsibility and opportunity to be a loud and leading voice for the communities I represent and the people of Pennsylvania who deserve an effective and responsive state government,” said Mullins, D-Lackawanna. “It is a great honor to take on this leadership role and I thank Chairman Jordan Harris for entrusting me with the considerable duties that come with the position.” The Appropriations Committee is directly involved in preparing the annual state budget, which includes conducting weeks of hearings during which the numerous state agencies outline their requests and needs for the upcoming fiscal year. The committee also reviews and evaluates the governor's Executive Budget proposal each year. The committee has jurisdiction over the offices of the Auditor General and the State Treasurer, as well as the Pennsylvania Infrastructure Investment Authority. Mullins was sworn in to his third term representing the 112th Legislative District, which includes the city of Carbondale and the townships of Carbondale, Fell and Jefferson and the boroughs of Archbald, Blakely, Dunmore, Jermyn, Jessup, Mayfield, Olyphant, Throop and Vandling. Jim Struzzi and Kyle Mullins have been selected to serve as co-chairmen of the Pennsylvania State System of Higher Education Caucus in the Pennsylvania House of Representatives for the 2023-24 session. “Our state system universities provide a world-class education to tens of thousands of students every year,” said Mullins, D-Lackawanna. “My parents met at Mansfield University many years ago and I’m exceptionally proud of my West Chester degree and the opportunities it provided. So, as a grateful ‘product’ of the state system, I begin the role of caucus co-chair with a sincere interest of keeping our institutions strong and accessible to future generations.” The caucus primarily consists of PASSHE alumni and/or House members in whose districts PASSHE schools reside. “It is an honor to be asked to serve in this capacity, especially with the Indiana University of Pennsylvania in my district,” added Struzzi, R-Indiana. “PASSHE is adapting to the changing needs of students and the workforce, while maintaining a high-quality and affordable education. JESSUP, Nov. 21 – State Rep. Kyle Mullins today announced $1 million in Redevelopment Assistance Capital Program grant funding for a local, renewable energy and waste-diversion project. ReStream Energy will use the funds to develop a manufacturing facility in Jessup Borough that will convert cellulosic waste into diesel fuel and biochar for the agricultural industry. “I’ve always insisted that energy development and the protection of our environment don’t need to be opposing concepts,” said Mullins, D-Lackawanna. “This project will divert waste from landfills, produce diesel fuel domestically, and create local jobs; and it will do so without producing harmful emissions. At this moment when concerns over our environment and fuel prices are at an all-time high, these are the type of innovative projects we must be supporting and I’m proud to have advocated for these funds.” ReStream Energy – in coordination with the Scranton Lackawanna Industrial Building Company, the economic development arm of the Greater Scranton Chamber of Commerce – will use the funding to develop a manufacturing facility to process cellulosic waste that currently gets transported to landfills in the region. This facility will use a green gasification process that produces virtually no emissions or other environmental consequences.
