NEWLY LISTED PROGRAMS Commission on Crime and Delinquency: Nonprofit Security Grant Funds Who May Apply: Nonprofit organization based in Pennsylvania that serves primarily individuals, groups, or institutions that are included within a bias motivation category for single hate crime incidents identified by the Federal Bureau of Investigation. Use: Security enhancements designed to protect the safety and security of the users of a facility including but not limited to safety and security planning, purchase of safety and security equipment, safety and security training, purchase of security-related technology, and specialty-trained canines, among other projects Funds: $10 million is available for projects. Grant Memo: Public School Facility Improvements, Multimodal Projects, Community Improvement, and Additional Grant Opportunities for Your District

NEWLY LISTED PROGRAMS Commonwealth Financing Authority: Public School Facility Improvement Grant Who May Apply: School entities, defined as a school district or an area career and technical school. Use: Facility improvement projects, including but not limited to roof repair/replacement, heating, ventilation and air conditioning equipment, plumbing systems, window repair/replacement, health and safety upgrades, and accessibility projects. Funds: $200 million in total funding is available. Grant requests shall not exceed $5 million per eligible improvement project. School entities may submit more than one application, but no school entity shall receive more than 20% of the total funding available. Application Deadline: A 10-day application window will open on July 27, 2026, and close on August 7, 2026. There will not be an additional funding round in fiscal year 2026-27. Mazzocco announces $8.9 million state investment to replace Dormont water service lines

DORMONT, JULY 15 – State Rep. Jen Mazzocco announced today that $8.9 million in funding from the Pennsylvania Infrastructure Investment Authority, known as PENNVEST, will support the replacement of water service lines in Dormont Borough. The funding will allow Pennsylvania-American Water Co. to replace about 575 utility-owned and privately owned lead and galvanized lead-impacted water service lines throughout Dormont. According to PENNVEST, the project will improve the reliability of the community's water system, remove lead service lines and help reduce costs for residents. "Quality of life starts with the essentials, including clean, safe drinking water," Mazzocco said. "Replacing old lead service lines will make Dormont's water system safer and more reliable while helping residents avoid the costs that come with aging infrastructure. It's welcome news for our community, and I'm grateful to PENNVEST for making this critically important investment in Dormont." NEWLY LISTED PROGRAMS Department of Agriculture: Sustainable Agriculture Grant Program Who May Apply: Family farm corporations, family farm partnerships, farm enterprises, nonprofit education institutions Use: Reduce operating expenses through practices that are ecologically beneficial, improve soil quality and fertility, improve water quality, and reduce or eliminate the need for the purchase of off-farm inputs, such as chemical or synthetic fertilizers, insecticides and herbicides. Funds: Grants may not exceed $25,000 except as provided in this subsection. An additional amount of up to $25,000 may be granted if the grantee matches that additional amount dollar for dollar so that an individual grant may not exceed $50,000 in one calendar year. Application Deadline: August 28, 2026 More information: PDA Website Department of Transportation: Career and Technical Education Grant Who May Apply: Public, private, and cyber schools, career and technical centers, youth development centers, and institutions of higher learning Use: To develop and implement new technical training curriculum or to expand existing technical training curriculum and/or delivery, relevant to the heavy highway industry Funds: The total amount of direct grant reimbursement funding available under this program is $12 million. Mazzocco legislation benefiting administrators at Pittsburgh Public Schools advances through Pennsylvania House

HARRISBURG, JUNE 30 – Today, legislation sponsored by state Rep. Jen Mazzocco (H.B. 2455) to give school administrators at Pittsburgh Public Schools the right to collectively bargain advanced through the House of Representatives. The bill would add Pittsburgh Public Schools to the list of school districts whose administrators are authorized to organize under the Administrative Code of 1929. The bill would allow administrators such as principals and vice principals to collectively fight for improved workplace conditions. "The jobs of administrators in Pittsburgh Public Schools have become increasingly complex," Mazzocco said. "They have so much on their plates: school safety, building maintenance, staffing, budgets, student discipline and mental health support. This bill tells these administrators that we have their back. It gives them a stronger voice to advocate for themselves, their schools, and the students they serve. I urge the Senate to act, so Pittsburgh's school leaders have the support they need to strengthen our classrooms and communities." The Pittsburgh Public School system is the second-largest school system in Pennsylvania, with 56 schools and over 20,000 students. The largest system in the state, the School District of Philadelphia, has allowed principals and vice principals to organize since 1996. The bill will now head to the Senate for consideration. NEWLY LISTED PROGRAMS Emergency Management Agency: Nonprofit Security Grant Who May Apply: Nonprofit organizations Use: Provides funding for physical and cybersecurity enhancements and other security-related activities to nonprofit organizations that are at high-risk of a terrorist or other extremist attack. Funds: This program is funded through FEMA using federal dollars. The maximum award request is $200,000. Application Deadline: July 14, 2026 More information: PEMA Website Commission on Crime and Delinquency: 2026 First Chance Trust Fund Who May Apply: Eligibility for these funds is open to any school district identified as having statistically higher high school dropout and incarceration rates based on data from the PA Department of Education and the PA Department of Corrections. Please refer to Appendix A for a full listing of eligible school districts. Use: Direct financial support to eligible students via scholarship, administrative support directly related to the administration of student scholarships and connecting at-risk youth with community-based organizations, or community-based organization (CBO) direct programming support. Mazzocco bill repealing obsolete insurance laws unanimously moves through House

HARRISBURG, June 22 – Today, legislation introduced by state Rep. Jen Mazzocco (H.B. 2473) to repeal obsolete insurance laws and already completed studies advanced through the state House of Representatives by a unanimous 202-0 vote. The bill would repeal the Flood Insurance Education and Information Act and would remove language mandating studies and reports that were completed over a decade ago. The legislation would not affect any programs implemented by the Insurance Department and would only clean up outdated provisions. “In many cases, studies have been completed and the reports have been delivered, yet language from the General Assembly mandates for them to remain in place,” Mazzocco said. “I’m grateful to my co-sponsors and colleagues in the House, as we’re making sure our insurance laws remain relevant. Taxpayers expect government to operate efficiently. Removing obsolete laws and completed mandates helps ensure state agencies can focus on the work that matters most to Pennsylvanians today.” The Flood Insurance Education and Information Act was established in 1996 and required the Pennsylvania Insurance Commissioner to create a consumer education plan to increase awareness of flood insurance. The Insurance Department has established and enhanced educational efforts since that time, leaving the act obsolete. House Bill 2473 now moves to the State Senate for consideration. Read more

Mazzocco legislation establishing small business healthcare tax credit passes House

HARRISBURG, June 10 – Today, legislation sponsored by state Rep. Jen Mazzocco (H.B. 2550) advanced through the state House of Representatives with bipartisan support, securing a 200-2 vote. The legislation would establish the Small Business Health Care Premiums Contribution Tax Credit, allowing small business owners to claim a tax credit for contributing to their employees’ health insurance premiums. Mazzocco introduced the bill along with co-prime sponsors Rep. Arvind Venkat, D-Allegheny, and Rep. Steve Samuelson, D-Northampton, addressing healthcare affordability issues in the wake of cuts to the Affordable Care Act at the end of 2025. According to Pennie, the Commonwealth’s official health insurance marketplace, an unprecedented 85,000 enrollees terminated coverage for 2026, many of those from the small business community. “I’m proud of my colleagues in the House who voted to give small business employers the ability to better handle our current affordability crisis,” Mazzocco said. “When employers don’t have tools like this tax credit, the employees suffer, often foregoing insurance entirely to save costs. PCCD expects to fund one grant with a budget not to exceed $450,000 over the 12- month project period.
