Unfortunately, I don’t have any budget progress to share with you this week. Governor Shapiro sent a compromise budget proposal to Senate Republican leadership almost two weeks ago, but they have yet to take any action. This proposal includes support for many of the reforms they have publicly requested. The Senate is scheduled to return to session next week, and I hope they will vote on budget-related bills. Meanwhile, the ongoing budget impasse continues to impact our schools, public health resources, mental health services, senior programs, hospitals, and public transit.
One of the clearest examples of this impact is SEPTA, where funding challenges continue to disrupt service and leave riders uncertain about what comes next. Last week, SEPTA paused all scheduled service cuts and fare increases after a judge issued an order in response to a lawsuit. However, the service cuts that began on August 24 remain in effect.
The City of Philadelphia has agreed to provide emergency funding to SEPTA to restore some bus routes so that children can get to and from school. Unfortunately, this funding will not help students and teachers in Delaware County who rely on SEPTA to reach their schools.

Last week, Delaware County announced that it had contracted with Belmont Behavioral Health to fill the gap in mental health crisis services left by the closure of Crozer Hospital. Crozer-Chester had operated the only inpatient crisis center in Delaware County before its closure earlier this year. Moving forward, the county will contract with Belmont to operate a 24-hour crisis center and a mobile crisis unit that will respond to 911 emergencies. The location of the crisis center has not yet been finalized, and Belmont’s services will ramp up over the next few months, including services for pediatric patients.
We also reported last week on a new settlement between Prospect and Morgan Records Management that guarantees free access to your personal medical records for everyone, even if you are not a Medicaid recipient. This settlement was made possible because The Foundation for Delaware County will pay $3 million to cover the cost of medical records for thousands of former Crozer Health patients. We heard from a number of you that you were still being charged for your records, so we reached out to The Foundation for Delaware County to learn more. We were told that the agreement is still being implemented. Here is the link to request your medical records: Crozer Health - Request My Medical Records – it currently tells patients that “As of right now, payment will be required. Once the agreement is in place, we can refund your records request if you choose to put in the request now.”

Work in the Capitol, draft legislation, network with public officials, and earn pay (plus possible college credit). The program is open to Pennsylvania college juniors, seniors, graduate, and law students with a 3.0+ GPA.

Thanks for Coming to Medicare 101!

Last Tuesday, I held a Medicare 101 event at Ridley Township Public Library. Attendees heard from a trained PA Medi counselor and learned about Medicare enrollment, supplemental plans, copays and deductibles, and how to avoid enrollment penalties. There was also an opportunity to ask questions and get answers on the spot.
My office also hosts a PA Medi counselor once a month for one-on-one appointments. If you need help navigating your Medicare options, please reach out to my office.

Overdose Vigil hosted by Sens. John Kane and Tim Kearney

Last Thursday evening, I participated in the annual Overdose Vigil at the Media Courthouse, hosted by Senators Kearney and Kane. August 31 is National Overdose Awareness Day, and we read the names of nearly 350 people who have been lost to overdoses, as shared by Delaware County families. It was a powerful event that reminded me that any family can be impacted by addiction. I’m grateful to groups like MVP Recovery for their work and support and Savage Sisters that were there to offer support.

Yesterday, I joined nearly 4,000 people from across the region at the Philadelphia Labor Day Parade. Many of the rights and protections we enjoy today were hard-fought by men and women in the labor movement—five-day workweeks, paid time off, sick leave, and protections against child labor. I’m grateful for their long-standing efforts and proud to stand in solidarity with them

PECO Customer Relief Fund
|
Qualifying customers can apply for assistance through PECO’s temporary Customer Relief Fund (CRF). This $10 million fund provides eligible PECO customers with relief in the form of credits on their heating and cooling bills, including electricity and natural gas.
Qualifying customers will receive a $500 grant, which will appear as a credit on their bills.

Beginning in 2026, many Pennie enrollees will face higher health insurance costs. One major reason is the expiration of the federal enhanced tax credits, which have helped lower the cost of coverage since 2021. These enhanced tax credits are set to end on December 31, 2025, unless Congress acts to extend them.

I also encourage you to reach out to your federal elected officials to share how these changes could impact you and your family. Hearing directly from constituents helps them understand how important affordable health care coverage is to our communities.
