I’m excited to share with you that today, the PA House of Representatives passed my Contraceptive Access for All Act with a bipartisan vote of 113-87! House Bill 1140 protects and codifies access to contraceptives in Pennsylvania. There are currently no protections in Pennsylvania state law for contraceptive access and with conversations at the federal level about leaving reproductive healthcare decisions to the states, this bill is more important than ever.
Contraception is healthcare, plain and simple. Contraceptives are used to prevent unplanned pregnancies but they are also used to treat other medical conditions like endometriosis and pelvic inflammatory disease. HB1140 ensures that women can get the healthcare they need without the bureaucracy of prior authorization or step therapy.
The bill now heads to the Senate, where I hope our colleagues will consider it quickly.
It’s officially the busiest season in Harrisburg, and I’ll be at the Capitol every week in June as we work to pass the 2025-2026 PA budget. Check out each week’s email for an update on everything we’re doing in the Capitol.

I know many of you have been following the Crozer Health system closure closely. Prospect Medical Holdings put the ambulatory surgical centers up for auction and last Wednesday, ChristianaCare, a nonprofit healthcare system headquartered in Wilmington, Delaware, announced it will take over five former Crozer Health outpatient locations in Delaware County. The locations are:
- 300 Evergreen Drive in Glen Mills
- 500 Evergreen Drive in Glen Mills
- 2010 West Chester Pike in Havertown
- 30 Lawrence Road in Broomall
- 200 E. State Street in Media

Keeping Private Equity out of Healthcare
|
As everyone in Delaware County feels the impact of Prospect Medical Holdings’ decision to close our Crozer Health system, we are advancing legislation to ensure it never happens again in Pennsylvania. Today, I joined my colleagues Reps. Lisa Borowski, Senator Kearney and former nurses from Crozer and DCMH represented by PASNAP for a rally supporting Rep. Borowski’s bill to put limits on private equity in health care. House Bill 1460 provides for oversight of for-private and private equity transactions involving healthcare facilities, including review by the Office of Attorney General (OAG) and on-going monitoring. Currently, there are no state-level notice requirements for hospital mergers or acquisitions and no state anti-trust law. If this bill had been in effect when Prospect bought the Crozer system, it would have empowered the Attorney General to hold them accountable and Prospect from selling the land formerly owned by the nonprofit system, leasing it back to themselves, and paying themselves a $457M dividend. I believe that a bill like this would have prevented them from being able to raid and close our hospitals.
HB1460 passed the House Health Committee today with a bipartisan vote of 20-6. It will be on the House floor for a vote next week.

PA House Fellowship Program Open for Applications!

College juniors, seniors, and graduate and law school students are invited to apply for a PA House Fellowship for Fall 2025. Fellows can be any student enrolled at a PA institution, or PA residents enrolled in out-of-state institutions. Applications are due July 1.

My Time as Speaker Pro Tempore
|
On Monday, I had the honor of filling in for Speaker of the House Joanna E. McClinton as Speaker Pro Tempore for our voting session, which means I got to preside over the House voting session. I am grateful for the Speaker’s support and trust in letting me step into this role and it was a fast-paced voting day with lots of debate. I have even more respect for Speaker McClinton after seeing first-hand how hard her job is.

My Bill Prohibiting Wildlife Trafficking in PA Reported out of Committee
|
Yesterday H.B. 994 passed the House Judiciary Committee with a bipartisan vote of 25-1. I have been working on this bill for a number of sessions and did extensive stakeholder work to get the language right. This bill would combat wildlife poaching by restricting the sale of products or parts of imperiled animal species.

Celebrating Strath Haven Hi-Q in the House Chamber!

Strath Haven High School’s Hi-Q team joined me in the House chamber for session today in recognition of the recent Hi-Q state and national championship wins! Strath Haven’s team beat out Monroe High School (Washington state), McGill-Toolen Catholic (Alabama), and Gillet High School (Wisconsin) for the national title. Congratulations!

Thank You for a Successful Community Town Hall!

Last Tuesday, I hosted a Town Hall at Neumann University with Congresswoman Mary Gay Scanlon, State Senator John Kane, and Delaware County Executive Director Barbara O'Malley.
We were joined by members of the community for meaningful conversations on how local, state, and federal government are working together to protect essential services and funding, policy changes, and the law. There were so many questions that we stayed for an extra hour to ensure that every single question was answered. Thank you to everyone who attended and who asked thoughtful questions and helped make this town hall a success.

Last week I presented a citation to Stephen Shaw for earning the rank of Eagle Scout!
His Eagle Scout project made a meaningful impact on the Upland Baptist Church Food Bank where he replaced shelves, built a trash can corral and a bench. Congratulations Stephen, his family, and to Troop 493 in Brookhaven.

Advocating for Pennsylvania’s EMS Agencies
|
On Tuesday I met with Brian Zimmerman, Executive Director of Radnor Fire Company and Chief Brazunas of Phoenixville Fire Department to discuss key legislative initiatives impacting Pennsylvania EMS agencies, including reimbursement rates, workforce challenges, and long-term sustainability. I am grateful for their leadership and commitment to strengthening emergency services across PA.

PA Southeast Delegation visit to Bartram’s Garden
|
Last week, I joined the PA House Southeast Delegation and Philadelphia House Delegation on a tour of Bartram's Garden in Philadelphia. Despite the rainy weather, it was absolutely beautiful.
It was so nice to walk the grounds, connect with colleagues, and see firsthand how this space is serving the community in such meaningful ways. I am grateful to Rep. Regina Young for hosting and bringing us all together. It was a joy to learn about the wonderful work happening at the garden, from educational and agricultural programs to workforce development. I look forward to visiting again, hopefully with some blue skies and sun!

Helping our neighbors get a Clean Slate

We had a full house at last Thursday’s Clean Slate Expungement Clinic at the Brookhaven Municipal Center. Clearing a record can open doors to new opportunities such as employment, housing, and a fresh start. A huge thank you to Legal Aid of Southeastern PA for providing free legal services to help individuals take steps to clear their record.

Last Friday, I had the pleasure of celebrating the grand opening of Goodwill's newest store and donation center in Aston Township! I was joined by local elected officials, community members and the wonderful team from Goodwill of Delaware and Delaware County, Inc. Thank you to Delaware County Chamber of Commerce for highlighting this ribbon cutting!
Not only is Goodwill a store to find great items, but they also support job training, employment opportunities, and promote sustainability. This new location in Aston Township will also bring 30 new jobs to the community! Congratulations to Goodwill and to Aston Township!

After 23 years of teaching fourth grade at Wallingford Elementary School in the Wallingford-Swarthmore School District, Mrs. Susan Knight is retiring!
I had the honor of presenting a House citation to Mrs. Knight in recognition of her amazing career. It was even more special to be joined by former students who came back to celebrate the lasting impact she had on their lives.
I first met Mrs. Knight six years ago when she invited me to her classroom for a persuasive writing project focused on plastic pollution in our oceans. That classroom conversation led to the creation of Skip the Straw Day in Pennsylvania, an idea led by her students. After four years of advocacy, we successfully passed the resolution in the PA House of Representatives in June 2023, establishing June 1 as Skip the Straw Day in PA!
Congratulations and thank you, Mrs. Knight, for a career filled with purpose and heart. Enjoy your well-earned retirement!

Major Road Improvements Coming to Our District
|
PennDOT has awarded a $5.44 million contract to resurface over 17 miles of state roadways in Delaware County, including two roads in our district: Beatty Road and Bortondale Road. This project is fully funded by state dollars and will improve safety and provide smoother travel.
Construction begins this summer and is expected to be completed by summer 2026.

New Law Banning Handheld Devices While Driving Takes Effect June 5, 2025

A new Pennsylvania law, known as Paul Miller's Law, takes effect on June 5, 2025, prohibiting the use of handheld devices while driving, even when temporarily stopped in traffic or at a red light. After Crozer Closed: How to Tackle Unemployment Compensation Issues
Have you run into issues with unemployment compensation since Crozer Health closed in May? Employees impacted by the sudden closure of Crozer-Chester Medical Center and Taylor Hospital in Delaware County, and other Pennsylvanians with questions about Unemployment Compensation, are invited to a FREE, virtual information session.
Attorneys from Legal Aid of Southeastern PA (LASP) and Philadelphia Legal Assistance will present and answer questions. The Pennsylvania Legal Aid Network (PLAN) will host the webinar. The attorneys will provide guidance on how to appeal if your application for unemployment compensation is denied, how to comply with UC requirements, and other common issues. They also will answer questions.
This training is designed to assist Crozer Health employees who recently lost their employment and is also open to the public.
If you have questions about Unemployment Compensation in Pennsylvania, this training will provide helpful information.
