PA House passes Inglis bill to drive billions toward energy projects

EDGE 2.0 tax credit expansion leveraging Shapiro’s Lightning Plan advances

HARRISBURG, May 14 – Legislation designed to create jobs, cut costs and support long-term energy stability by creating new and expanding existing tax credit incentives passed the Pennsylvania House of Representatives today, announced the bill’s author, state Rep. John Inglis.

“With costs rising due to inflation, tariffs and a confluence of other factors, we’re seeing companies across the country shy away from making long-term investments,” said Inglis, D-Allegheny. “This is a critical moment for us to assure businesses and energy producers that, despite looming economic uncertainty, Pennsylvania is leading the nation toward a cleaner and stronger energy future.”

Inglis said H.B. 500, also known as EDGE 2.0, would reform the existing and underutilized Economic Development for a Growing Economy Tax Credit Program, addressing six pressing areas of need of investment in Pennsylvania energy:

  • Semiconductor Manufacturing.
  • Sustainable Aviation Fuel.
  • Milk Processing.
  • Reliable Energy Investment.
  • Clean Hydrogen Hubs.
  • Geothermal Energy.

“These tax credits are not a government handout – this bill sets benchmarks that prioritize the well-being of working Pennsylvanians, their families and their communities. If companies can’t meet the conditions, they don’t get the credits.”

Inglis recently testified at a public hearing with the state House Finance Committee on key aspects of the EDGE 2.0 plan.

This legislation, along with S.B. 500, introduced by state Sen. Nick Pisciottano and Senate Democratic Leader Jay Costa, both D-Allegheny, are part of Gov. Josh Shapiro’s commonsense energy plan – known as the Lightning Plan – that will create jobs, lower costs for consumers, speed up permitting and protect Pennsylvania from global instability by building more energy generation in Pennsylvania – positioning the commonwealth to continue to be a national energy leader for decades to come.

House Bill 500 moves to the state Senate for consideration.
