Philadelphia House Delegation celebrates major investment for Navy Yard development

$30 million grant part of PA Strategic Investments to Enhance Sites

PHILADELPHIA, May 7 – Chairwoman of the Philadelphia House Delegation state Rep. Morgan Cephas, D-Phila., joined Gov. Josh Shapiro, Department of Community and Economic Development Secretary Rick Siger, and other elected officials at the Navy Yard in South Philadelphia this morning to announce a state investment of $30 million to develop the Philadelphia Navy Yard Greenway District.

The grant is awarded to Ensemble/Mosaic Navy Yard LLC. through the Pennsylvania Strategic Investments to Enhance Sites program – a strategic and targeted strategy to unlock economic growth by preparing sites for business expansion and job creation. The project will target life sciences, research, and manufacturing.

Cephas touted the major investment as a key to unlocking economic growth and prosperity for the Philadelphia region.

“We know that when we invest in our communities, our people rise,” Cephas said.

“These projects translate into good-paying jobs for our residents, stronger pipelines for workforce development, and lasting investment in the neighborhoods that need it most. This is what bold, equitable economic development looks like, and we’re proud that Philadelphia is leading the way.

“The Philadelphia House Delegation looks forward to supporting this project as we continue to revitalize our city and our region.”

Rep. Elizabeth Fiedler, D-Phila., is the chairwoman of the House Energy Committee and represents a portion of the Navy Yard in South Philadelphia.

“With LEED-certified buildings, improvement of state roads like Broad Street, and a focus on stormwater management, the Navy Yard is paving the way nationally as a leader in green development," Fiedler said. "They're bringing jobs and revenue to South Philadelphia responsibly, and I'm eager to see this new neighborhood bloom.”

Rep. Regina Young, D-Phila./Delaware, also represents a portion of the Navy Yard and is excited about the regional investment.

"We thank the governor for recognizing this potential in the Navy Yard Greenway District. This doesn't just move Philadelphia forward, it allows our whole region to attract, create, and compete for jobs and manufacturing. It's an investment in the talent and dedication of our workforce, and the promise of a better economic future for our communities."

Cephas said this is the largest of 13 statewide grants from the PA SITES program, acknowledging the governor’s commitment to supporting Philadelphia and the surrounding communities as the economic engine of the state.

This $30 million grant will sustain a 54-acre section of the Navy Yard to be prepared for six lots to support 500,000 – 700,000 square feet of new advanced manufacturing/commercial space. Funding will be used for roadway and utilities, soil excavation, grading, and stormwater management.
