Paul Miller’s “Distracted Driving” Law to Take Effect June 5th

Governor Shapiro signed Paul Miller’s Law, prohibiting the use of hand-held devices while driving. This law allows law enforcement to issue a ticket when a driver uses a cell phone while driving, even at a red light. Drivers are allowed to use their phones to alert emergency responders and to make phone calls, use a GPS, and listen to music – but only if they are using hands-free technology.

What are the penalties under Paul Miller ‘s Law?

-For the first 12 months, the penalty is a written warning.

-Starting June 5th, 2026, the penalty is a summary offense with a $50 fine, plus court costs and other fees.

-The violation carries no points against your license, and it is not recorded on the driver’s record for noncommercial drivers. It will be recorded on a commercial driver’s record as a non-sanction violation.

Paul was killed in 2010 as the result of a distracted driver who reached for their phone while driving. Eileen Miller, Paul’s mother, has become a national advocate for stronger laws to curb distracted driving.

This law prioritizes public safety so that hopefully no other family will have to experience the tragic loss of a loved one.

Keystone State ChalleNGe Academy (KSCA)

The Keystone State ChalleNGe Academy (KSCA), located at Fort Indiantown Gap in Annville, PA, is a transformative, tuition-free program designed to help at-risk Pennsylvania teens aged 16–18 achieve academic success and personal growth. Over a 22-week residential phase, cadets engage in a structured, military-style environment that emphasizes discipline, leadership, and community service.

The curriculum focuses on eight core components: Academic Excellence, Physical Fitness, Leadership and Followership, Responsible Citizenship, Job Skills, Service to the Community, Health and Hygiene, and Life Coping Skills. Graduates often earn high school credits, credentials, or a GED, and are supported through a 24-month mentorship phase to continue their education or enter the workforce.

All meals, housing, uniforms, and school supplies are provided entirely at no cost to families, and students remain enrolled with their home school districts, allowing educational funding to stay within the local education system.
