Preserving Affordable Care Act Coverage in Pennsylvania

The Affordable Care Act (ACA) has saved lives, protected people, and grown our economy here in Montgomery County. Last week, I voted to make sure your health care is between you and your doctor – and nobody else.

The three bills in our Protecting Your Care package, which passed the House and is now in the Senate, make sure you’re covered.

• The Health Insurance Protections Against Limitations Act makes sure your lifetime coverage actually lasts a lifetime – insurance companies can’t simply decide your illness or injury is too expensive and refuse to cover any more care.

• The Health Insurance for Young Adults Act allows young adults just starting their careers without access to insurance to stay on their parents’ plans until age 26. With one in six young adults having a chronic condition and any young adult being susceptible to illness or injury, this will make a real difference.

• The Health Insurance Access Protection Act makes sure an insurance company cannot cancel your coverage or send your rates skyrocketing for a pre-existing condition.

• The Health Insurance Preventive Services Coverage Act keeps you healthy today and allows screening for health care issues that could arise tomorrow.

There are a half-million Pennsylvanians who finally have affordable health insurance via the ACA and our Pennie exchange. I’m proud to fight for them and their families – and our economy with health care jobs that can’t be outsourced.

Support for Paid Family & Medical Leave

On Wednesday, I was invited to participate in a press event along with fellow Representatives and the Family Care Coalition, that supports HB 200 - The Family Care Act. This legislation puts Pennsylvania families and small businesses first. This important legislation will help put money back into the pockets of hard-working Pennsylvanians so they can care for themselves and their families following the birth of a child or when serious illness strikes, all while also ensuring that small businesses that cannot afford to offer this benefit can do so.

No family should have to choose between their job and their family’s well-being. This legislation provides real solutions to real-life situations.

This program works through modest payroll contributions to support the program, which would be administered by the PA Department of Labor and Industry. This bill offers flexibility to employers to use private insurers if their benefits meet or exceed state standards. Benefits will be calculated on a graduated scale (using a percentage of the statewide average weekly wage) to ensure the program is accessible to all workers. This will enable workers to utilize the fund when they need it, retain their jobs, and return to work - rather than go on unemployment or state-subsidized programs.

Paid Leave is a WIN for Pennsylvania families.

Electric Vehicles and Plug-In Hybrid Vehicles to Be Charged Yearly Fee

Starting April 1st, 2025, Pennsylvania will begin to charge electric vehicle (EV) and plug-in hybrid vehicle (PHEV) owners a yearly Road User Charge (RUC) fee. This fee is required by Act 85 of 2024 (later amended by Act 149 of 2024), which was passed by the General Assembly and signed into law by Governor Shapiro.

The new law creates a fair way for all drivers to help maintain Pennsylvania’s transportation network, ensuring that EV and PHEV owners who pay no or very little gas tax are also contributing to Pennsylvania’s Motor License Fund for highway and bridge maintenance. Registrants driving a gas-powered car already contribute to the maintenance of Pennsylvania’s road and bridge network through gas taxes.

Vehicle owners who have a new registration for an EV or PHEV issued on or after April 1st, 2025, will be subject to the RUC. Owners or registrants renewing their vehicle registration that expires after May 2025 for an EV or PHEV will also be subject to the RUC. The Department of Transportation will send an RUC coupon to the owner or registrant for the payment of the RUC for the initial/renewal registration. The owner/registrant in return will mail the RUC coupon to the Department of Transportation with a check or money order made payable to the Commonwealth of Pennsylvania.

Initially, the RUC will be paid separately from a customer’s vehicle registration payment. Failure to pay the RUC within 30 days of the enrollment date established by PennDOT will result in a prohibition on renewal of the EV or PHEV's registration.

Starting in July 2026, EV and PHEV owners can opt for a monthly payment plan or continue to pay the one-time flat fee.
