With summer coming to a close and the legislative calendar picking back up, I want to share with you new legislation I plan to introduce in the coming weeks.
As you know, I’m an advocacy leader for maternal health issues in the Commonwealth. I believe that every birthing mom deserves support and healthcare that keeps her safe during pregnancy, at birth, and postpartum.
Many birthing moms choose to have midwives or nurse-midwives as the source of that support. But right now, laws prevent midwives from performing certain duties.
This fall, I plan to introduce two bills to change that. One bill would update the Physical Therapy Practice Act to allow nurse-midwives to refer their patients for physical therapy related to birth, such as PT that addresses pelvic floor and core issues caused by pregnancy and giving birth. Allowing midwives this role streamlines the process and allows women to start physical therapy sooner.
The second bill would allow nurse-midwives to sign fetal death certificates. Right now, if a doctor, nurse practitioner, or physician assistant isn’t present at a fetal death at birth, or stillbirth – as could be the case in home births or birthing centers led by midwives – the case must be referred to the county coroner for investigation. This adds trauma for parents already suffering the loss of their baby and can be avoided by allowing present midwives to sign.
In addition to these bills, my team and I are continuing to research ways to protect homeowners from potential home loss due to unpaid property taxes. We're doing this in the wake of Upper Darby resident, Ms. Gaynor, losing her longtime home earlier this summer. We hope to find ways to better support our senior residents so that they can age in our district peacefully.

A Note on the Passing of a Community Member
|
Last week, Delaware County community member and longtime community supporter Claude de Button passed away at the age of 90. Mr. de Button was the founder of National Realty Corp., one of the largest real estate, development, and management companies in Delaware County – the same company that built the Delaware County Veterans Memorial in Newtown Square.
My team and I are deeply grateful for the support we’ve received from Mr. de Button and his son, Paul, over the years, and we hold his family and friends in our thoughts and prayers as they grieve.

Bookbag & Beauty Giveaway
|
Last weekend Hair City Hair & Wigs in Barclay Square held their Bookbag & Beauty event, and I got to hang out, help out, and meet many of you who attended! Hair City provided free book bags, lunch bags, and school supplies, held giveaways for chances to win gift certificates, and offered free hair makeovers for kids! It was such a fun event!

Cradles to Crayons Stuff-a-Bag Event
|
This week my team and I participated in a bookbag stuff-a-bag event with Cradles to Crayons, where we helped pack new backpacks with school supplies for area students! We were joined by many other legislators and their staff from our area, including some of my fellow House Reps. and Councilwoman Katherine Gilmore Richardson of Philadelphia.

Touring Chimes Apartments in Upper Darby
|
On Monday, I toured Chimes Behavioral Health’s Upper Darby apartment complex. Chimes builds compassionate and inclusive communities for people who need extra support for behavioral health issues and ability differences. Their goal is to help people of all abilities work toward independence and confidence. I had a great time seeing the facility and meeting the team who manage the location and support its residents. Thanks for all that you do!

New PECO Grants to Help with Overdue Utility Bills
|
PECO recently announced its new PECO Customer Relief Fund, a $10 million fund to help eligibly PECO customers pay heating and cooling bills (electric or gas).
