Would add disability advocate seat on PennDOT’s Medical Advisory Board

HARRISBURG, Feb. 3 – Legislation aimed at giving drivers with disabilities a stronger voice in state licensing decisions passed the Pennsylvania House Tuesday with overwhelming bipartisan support, Rep. Ryan Bizzarro (D-Erie), the bill’s sponsor, announced.
The bill would add a certified driver rehabilitation specialist (CDRS) to the Pennsylvania Department of Transportation’s Medical Advisory Board. The board sets the physical and mental standards drivers must meet to obtain a license, yet it currently does not include a specialist who regularly works with people with disabilities who are able to drive safely.
“Right now, people with disabilities who can still drive are being left out of key decisions that directly affect them. We need to make sure the right people are at the table,” Bizzarro said. “Despite strong support in the House last session, this bill stalled in the Senate. It’s time to fix this oversight and deliver equal representation on a board that makes critical decisions for drivers across Pennsylvania.”
By creating a dedicated seat for a CDRS, the legislation ensures the board includes professional insight from someone with firsthand experience helping drivers with disabilities stay mobile and independent.
House Bill 1963 unanimously passed the House Tuesday and now heads to the Senate for further consideration.
