The relationship between a community and our banks or loan providers is essential. Local loan officers are needed for dreams to become small businesses or for everyday working folks to move from renting to owning a home.
A good local bank goes further though, and offers financial literacy programs in our schools, supports food pantries, and even partners with our Little Leagues and community organizations. A vibrant community often requires committed banking partners.
The legacy of the Civil Rights era also illustrated the harms caused when unchecked financial institutions chose to exclude borrowers based on who they are or where they live. The Community Reinvestment Act (CRA) was the legislative solution. Born in 1977, it requires banks to be present in low- and moderate-income communities and to offer financial products that are accessible and meaningful to all. The CRA has been critical in diverse urban spaces like ours as it has in rural communities and small towns across the country that don’t have the same levels of wealth and prosperity.
The Trump administration is working to reform the CRA and lessen the burden of banks at the expense of community non-profits and borrowers. For this reason, I have introduced a PA State Community Reinvestment Act (HB 2822) that would ensure the good works of the CRA are preserved here in the state. I have spent the past few weeks traveling this community and smaller towns throughout the Commonwealth to bear witness to the vibrance being created by financial investment and to make sure our young people have the tools needed to dream and create generational wealth.

Crisscrossing PA for the CRA
|
To promote the need for a state-level version of the PA State Community Reinvestment Act or PA CRA HB 2822 - (see above), I have been on the road recently, visiting rural communities where these investments will help the most.
I started up in the northwest of the state in Meadville, about an hour south of Erie, to meet with Mayor Jaime Kinder and learn more about what needs Meadville has that the CRA can help support.
I then went out east to Williamsport, the home of the Little League World Series, where I was welcomed by Mayor Derek Slaughter and my House colleague, Rep. Jamie Flick, to tour businesses throughout downtown, including Otto Bookstore and Sweetspire Coffee.
Finally, I went south towards Harrisburg to tour Lewisburg in Union County, the home of Bucknell University. There, I joined Mayor Kendy Alvarez for the opportunity to meet with several small business owners and see the workplaces they are proud to run for the people of Lewisburg.
Rural communities are crucial for our state and have been historically underserved. It’s crucial that they have the support they need at home so they can continue succeeding.
