Abney announces over $1.4 million in grants for Pittsburgh neighborhoods

PITTSBURGH, June 13 – State Rep. Aerion Abney, D-Allegheny, today announced that more than $1.4 million in funding has been awarded to eight housing projects in Allegheny County through the Pennsylvania Housing Affordability and Rehabilitation Enhancement program. Administered by the Pennsylvania Housing Finance Agency, these grants will support affordable housing development, rehabilitation, and preservation for low- and very low-income residents.

“These grants are a meaningful investment in our communities and in our people,” Abney said. “Each project receiving funding addresses a critical need—from helping families become first-time homeowners to preserving housing for seniors and veterans. This funding will help ensure that more Allegheny County residents have access to safe, stable, and affordable housing.”

The funded projects include:

  • Hill Community Development Corporation – Cultivation Corner
    Funding Reserved: $200,000
    The Hill CDC will fully renovate several buildings on Centre Avenue, creating 10 affordable apartments. Five units will be designated for residents with special needs, including veterans.
  • YMCA of Greater Pittsburgh – Allegheny YMCA Renovation
    Funding Reserved: $250,000
    This project involves the renovation and adaptive reuse of an historic North Side property. It includes upgrades to 89 single-room occupancy (SRO) units, new community living areas, private bathrooms, mechanical system replacements, and installation of air conditioning and elevators.
  • Hilltop Alliance – Rehab for Resale Program
    Funding Reserved: $100,000
    The Hilltop Alliance will rehabilitate six vacant properties, transforming them into safe and affordable homes for low- to moderate-income families.
  • Charles Street Area Corporation – N. Charles St Affordable Homeownership Project
    Funding Reserved: $200,000
    This project will construct six new single-family homes for sale to households earning between 50% and 80% of area median income (AMI), turning vacant public land into opportunities for homeownership in Perry South.
  • Beltzhoover Consensus Group – Chalfont Street Development
    Funding Reserved: $125,000
    The Chalfont Street Development will prepare publicly owned vacant land for new construction, leveraging a highly visible corridor in Beltzhoover for transformational community investment.
  • Hazelwood Initiative – Affordable Housing Phase VI
    Funding Reserved: $200,000
    Two single-family homes will be renovated and sold at affordable prices to low- and moderate-income households. One property will be integrated into a block of other Hazelwood Initiative homes to promote long-term affordability, while the other was acquired to prevent foreclosure.
  • Black River Real Estate Development, LLC – Horace Mann Village
    Funding Reserved: $300,000
    The Horace Mann Village project will create mixed-income housing with a focus on seniors and low-income members of the workforce. The development includes partnerships with workforce development organizations and community stakeholders.
  • Rebuilding Together Pittsburgh – Safe & Healthy Homes in the Hill District IV
    Funding Reserved: $100,000
    This project will repair 12 owner-occupied homes, with an average investment of $27,000 per home. The focus is on providing critical health and safety upgrades to allow long-standing residents to remain in their homes.

“These projects are diverse in their approach, but united in purpose—ensuring that everyone, regardless of income, has access to safe and affordable housing,” Abney said. “I commend each of these organizations for their tireless work and thank PHFA for continuing to invest in our neighborhoods.”
