HARRISBURG, Oct. 1 – The Pennsylvania House today passed bipartisan legislation (H.B. 78) authored by state Reps. Ed Neilson, D-Phila., and Stephenie Scialabba, R-Butler, that would ensure consumers have a right to privacy and are informed about how their sensitive information is used online.
“Many people who shop online or even just browse the internet don’t realize that with each click, they could be giving away sensitive data that is sold to a third party or used nefariously. Consumers have a right to privacy, and online shopping shouldn’t be exempt from that,” Neilson said.
House Bill 78 would give consumers rights regarding their personal data and require certain businesses to protect consumer privacy and limit the collection of consumer information. The state attorney general will have exclusive authority to enforce violations.
Consumers also would be able to correct mistakes in their personal data or easily opt out of targeted advertising.
“This bill is an important step to ensure our laws protect consumers in the digital world and keep pace with ever-evolving technology,” Neilson said.
The bill now moves to the Senate for consideration.
