Mullins announces $7.4 million to support local redevelopment projects

PECKVILLE, July 17 – State Rep. Kyle Mullins, D-Lackawanna, announced $7.4 million in Redevelopment Assistance Capital Program grant funding on Thursday for six local projects that will create new housing, community gathering spaces and higher education opportunities.

“These projects selected for state investment will use the funding to create more housing, help local businesses grow, and preserve a local landmark that will serve as a gathering place for community members,” Mullins said. “Every one of these efforts will have a positive impact on the people who live, work, and raise their families here, and I’m proud to have been among those who worked to bring this funding to our community.”

The following projects supported by Mullins in the 112th Legislative District received funding:

  • Blakely Borough received $1,000,000 toward constructing the new Blakely Borough Community Center adjacent to the former Mid Valley Hospital. The center will serve a portion of the Lackawanna Valley which presently lacks access to such a facility.
  • SLIBCO received $600,000 toward the buildout of additional tenant and coworking space at the Carbondale Technology Transfer Center, which provides resources for start-up businesses in the Greater Scranton Chamber of Commerce’s IGNITE business incubator program.
  • The Carbondale Downtown Redevelopment initiative received $300,000 to construct a medical-commercial building on the North Church Street site.
  • In Dunmore Borough, Drinker Street Towers received $3,000,000 to construct a new five-story rental housing property that is accessible and includes retail space.
  • Marywood University received $500,000 to redevelop its aging Center for Natural & Health Sciences into a modern training facility with a new physics lab and flexible learning spaces, plus upgrades to its biology, biotechnology, chemistry, and computer science labs.
  • In Olyphant Borough, P&J Bros., LLC received $2,000,000 to redevelop part of Mid Valley Drive Logistics, an industrial warehouse/distribution space, into three new steel buildings to increase operational efficiency and storage capacity.

Additional funding was awarded to projects in other Lackawanna County legislative districts. State Rep. Bridget Kosierowski secured the following grant for the 114th Legislative District:

  • United Neighborhood Centers of Northeastern Pennsylvania — $345,728 to modernize two of UNC’s three childcare centers in Scranton.

State Rep. Kyle Donahue secured the following grants for the 113th Legislative District:

  • Geisinger System Services — $1 million for enhancements and renovations to the Geisinger Community Medical Center in Scranton.

  • Diamon 307 LLC — $500,000 toward construction of a second floor at the Lakeside NEPA Drug and Alcohol Treatment Center.

Kosierowski and Donahue jointly secured the following grants:

  • Wright Center Medical Group — $1 million to design and construct a new medical facility.

  • Allied Services Foundation — $500,000 to replace elevator infrastructure.

  • 712 Harrison LLC — $400,000 to redevelop a former apartment building into a new women’s outpatient and inpatient recovery center.

“My job is to fight to bring every available state dollar back to our communities, and that’s exactly what I did,” Donahue said. “While these awards will support important health care and recovery services that benefit our region, I’m hopeful that future funding will include greater investments in public infrastructure and other community projects.”

“As a nurse and a working mother, I know how critical community services are to helping families navigate daily life,” Kosierowski said. “These strategic investments will support families by increasing access to childcare, expanding addiction treatment services for women and strengthening health care capacity through the construction of a new medical facility. I will continue to advocate for grant funding that addresses the needs of our communities.”

The lawmakers praised Gov. Josh Shapiro and his administration for their support of the projects. RACP grants are administered by the Office of the Budget and are intended to bolster community development and economic activity.
