McAndrew resolution urges Congress to adopt permanent, year-round daylight saving time

Calls for ending twice-yearly clock changes that disrupt sleep and public safety

PENN HILLS, Oct. 20 – With daylight saving time set to end in less than two weeks, state Rep. Joe McAndrew, D-Allegheny, has introduced House Resolution 349 urging Congress to make daylight saving time permanent year-round and end the twice-yearly clock changes.

“With the fall clock change coming up, Pennsylvanians are once again about to lose sleep, spend more on electric bills, face preventable safety risks, and deal with unnecessary disruptions,” McAndrew said. “Studies show that making daylight saving permanent would create energy savings for Pennsylvanians, and reduce fatal crashes, heart attacks, and strokes, all of which rise after the time change because of sleep loss and disrupted circadian rhythms. It’s time to stop changing the clocks twice a year and make daylight saving permanent.”

Under federal law, states can opt out of daylight saving time but can’t observe it year-round without congressional approval. McAndrew said his resolution calls on Congress to fix that.

“Keeping daylight in the evenings year-round would save energy, help public health, simplify scheduling for businesses, and give families more usable daylight after work and school.”

McAndrew added, “Pennsylvanians want more evening daylight. It is time Congress recognizes time change as an outdated practice and moves forward with our current society in mind.”
