Budget Update

Dear Neighbor,

 

I have been at the State Capitol every week for the last seven weeks as we work to pass a budget. We took a big step forward last night, when the State House passed a budget bill – HB 1330 - and sent it to the State Senate.

 

While we’ve been in Harrisburg every single week, Senate leadership hasn’t called their members to the Capitol since June. While the budget that we passed last night has not yet been agreed to by the Senate, the Senate quickly scheduled new session days for tomorrow and Thursday a few hours after our vote. I am hoping this is a positive sign that we may see a final budget soon.

 

With divided government in Harrisburg, compromise is essential to getting anything done. The budget we passed cut $1 billion from Governor Shapiro’s original budget proposal and it passed the State House with bipartisan support.

 

Despite the cuts, HB 1330 invests in the things that matter most, including a $526 million increase in the Ready-to-Learn Block Grant for the second installment of adequacy and tax equity payments. It includes a $1.1 billion increase for the Medical Assistance Managed Care program and an $8 million increase for the State Food Purchase Program to try to blunt some of the worst impacts to our vulnerable neighbors that will come from Federal budget cuts.

 

Every year, I take my son to the Capitol during budget session because seeing the process in person is the best civics lesson I can think of. He was with me at the Capitol when HB 1330 passed in the chamber and is also hoping the final budget will be wrapped up soon.

During budget session, we’ve been busy moving other bills that matter to Pennsylvania. Here are a few key bills that passed the PA House last week:

 

HB 1358 – Protecting Hospitality Workers: Ensures stronger protections for Pennsylvania’s hospitality workers from harassment, assault and violence on the job.

 

HB 1697 – Fighting Fraud, Protecting Your Tax Dollars: Provides law enforcement with tools to not only hold scammers accountable but also recover and return stolen taxpayer funds to the public.

 

HB 1299 – Click to Cancel for Subscription Services: Requires companies to clearly notify consumers before auto-renewals, be transparent about renewal terms, and allow cancellations to be done easily online.

 

HB 129 – Say No to Negative Option Billing: Prevents companies from automatically enrolling customers in paid subscriptions after a free trial, unless the consumer opts in, eliminating confusing and deceptive billing practices.

 

 

2025 Farmers Market Voucher Program Runs out of Money due to Federal Budget Cuts

The Farmers Market Voucher Program is a really popular program for seniors and we have worked hard over the years to get them distributed in Aston and Brookhaven. Unfortunately this week, we received notice that the program has run out of money due to Federal budget cuts and all of the vouchers have been given out.

 

A few weeks ago, I shared with you that federal budget cuts in Washington had impacted this beloved program as the Federal government and its agencies cancel program funding opportunities; terminate or attempt to terminate existing grants and contracts; pause or end established programs; and reduce staffing and operations across Federal agencies. This disruption has directly affected the 2025 Season for the WIC and Senior Farmers Market Nutrition Programs (S/FMNP). Despite the Pennsylvania Department of Agriculture’s best efforts to ensure a smooth process for check ordering, delivery, and distribution, the Commonwealth only received a very small portion of the funding that Congress appropriated for the Farmers Market Nutrition Program for Federal Fiscal Year 2025. At this point in time, no additional Federal funding has been sent to Pennsylvania and the Pennsylvania Department of Agriculture has used up all the funding it has.

 

It is important that our Federal elected officials hear from us about the programs that matter. If you love the Farmers Market Voucher program and want to see it funded, please give them a call.

New Health Center Coming to Aston

Last week while I was in Harrisburg, my staff attended several events on my behalf, including the beam-signing ceremony for the new ChristianaCare facility in Aston. The neighborhood hospital and health center will offer a wide range of outpatient services and is expected to open in 2026.

 

 

Art On Display at Delaware County Community College

On Wednesday, my staff had the pleasure of attending the Senior Community Services Annual Art Exhibition at the main art gallery at Delaware County Community College.

 

Arthur Weisfeld, Executive Director of SCS, welcomed attendees to the exhibit, which features nearly 100 older artists and their incredible work. Wallingford resident, Linda Del Rossi was also in attendance, proudly showcasing her own artwork in the exhibition.

 

 

Updated Information on Crozer Pensions

We’ve received calls from constituents about issues accessing the pensions you earned through the Crozer Health system. This week, The Attorney General’s Office shared new points of contact to help. If you’re having trouble getting information about your Crozer pension, please see the updated contact information.
