How the Big Beautiful Bill Impacts YOU

 

Dear Neighbor,

 

Like many of you, my eyes were on Washington, D.C. last week as Congress debated the “One Big Beautiful Bill” for hours and hours, then passed it with the slimmest margin with no bipartisan votes.

 

When Congresswoman Mary Gay Scanlon and I held a Town Hall at Neumann University at the end of May, we listened as many shared their concerns about potential cuts to health care programs and food assistance and the social safety net programs that support our most vulnerable neighbors.

 

Unfortunately, the bill that was signed into law last week is even worse than the version we were looking at in May because the U.S. Senate made the cuts even deeper.

 

My staff and I are still digging into this bill to analyze the impact on Pennsylvania, but here’s what is clear right now:

  • 310,00 people in Pennsylvania will lose Medicaid.
  • 144,000 people in Pennsylvania will lose food assistance.
  • 25 rural hospitals are at risk of closing.
  • Planned Parenthood has lost all Federal funding for basic health care like cancer screenings and STI testing and almost 200 health care centers could close across the country.

These cuts are cruel. Medicaid is the health insurance program that covers 90% of our senior neighbors at Fair Acres, the County-run nursing home. Medicaid is the program that makes sure that children with special needs get the health care they need.

 

Some of the cuts made in this bill will not be immediate – they were intentionally designed to not go into effect until after the November 2026 midterm elections. The architects of this bill lied about what’s in it and who would be impacted, right up until the final vote.

 

We’re working to get you the truth about how Delaware County will be impacted.  We are already facing a public health crisis in Delaware County because of the closure of Crozer Health. With the sweeping federal cuts to medical assistance programs, our crisis is going to get worse.

 

As we dig into the bill, my colleagues and I in the state legislature are working hard to lessen some of the impact this bill will put on Pennsylvanians statewide, but we do not have the resources at the state level to backfill every budget cut. Some of our neighbors are going to lose the support programs that they depend on because of what happened at the federal level last week.

 

We’re back at the Capitol this week for the sixth week in a row and having a lot of conversations about how to negotiate a state budget in the face of these federal cuts. As always, I will continue to keep you posted about what I learn about how this will impact Delaware County.

I had a great time celebrating Independence Day with our community! I joined the festivities in Upland Borough at Bristol Lord Field and stopped by the Rose Valley Independence Day Parade - both filled with friendly faces and patriotic spirit.

Important Programs and Services

 

Eligible Veterans can Apply for a Free Vehicle Registration

A new state program allows eligible veterans with severe disabilities to receive a free or reduced-fee vehicle registration for one passenger car or truck weighing 9,000 pounds or less.

 

To qualify, a veteran must have a 100% service-connected disability certified by a U.S. Department of Veterans Affairs regional office administrator. Qualifying disabilities include:

  • A veteran who lost a limb or eye or who became partially paralyzed while serving in the Armed Forces of the United States.
  • A person who, as a member or the Armed Forces of the United States, was captured by the enemy in any armed conflict for which the Department of Defense authorizes a campaign medal.
  • A person who has been awarded the Congressional Medal of Honor.
  • A person who has been awarded the Purple Heart.

2025 Farmer’s Market Voucher Program

 If you’re age 60 or over and live in Delaware County, you could be eligible for $25 worth of vouchers for use at local farmers’ markets.

 

Center Without Walls will be distributing the vouchers at the Aston Community Center and Brookhaven Municipal Center on the dates listed above.

 

You may also be able to pick up a voucher at your local senior center. Call to confirm before stopping by:
