Rep. Stephen Kinsey's Biography

State Representative Stephen Kinsey, D-Phila., is a resident of northwest Philadelphia and a product of the Philadelphia public school system. He has a Bachelor of Science degree from West Chester University and a master’s in business administration from Eastern University.

A member of the Pennsylvania House of Representatives since 2013, Kinsey is a leader in the Democratic Caucus. He is the former chairman of the Pennsylvania Legislative Black Caucus, and currently serves as co-chairman of the House Bipartisan Caucus.

In 2023, Kinsey was appointed to serve as the Majority Chairman of the PA House Human Services Committee, a committee which encompasses the largest portion of the Pennsylvania state budget and involves services related to the Medicaid service delivery system which engages the state’s most vulnerable populations.

 In addition, Chairman Kinsey was appointed by Governor Tom Wolf to serve as a trustee at West Chester University and was selected by House Democratic Leadership to serve on the PA Minority Business Development Authority Board.

Chairman Kinsey is a strong advocate for equitable education funding, which was ignited by his own experience of attending public schools. As a pupil, he understood that education opened doors, leading to upward economic mobility and success. As state representative, Chairman Kinsey continues to work hard to ensure that all schools are fairly and properly funded, regardless of geography and zip code.

Bolstering Pennsylvania's economy by creating pathways to careers that pay family-sustaining wages, offer benefits and an opportunity for hard-working taxpayers to retire are among his top legislative priorities.

Chairman Kinsey believes that affordable health care is a basic human right and should not force a person into debt to pay for care. Kinsey has also introduced legislation that seeks to make health care more equitable, particularly for historically disenfranchised groups.

Chairman Kinsey is the proud father of Shawnessa, Lanessa (deceased), Wynessa and Myla. He is actively involved with local schools and community organizations throughout the northwest communities.  He is an active member of Kappa Alpha Psi Fraternity Inc., which provides leadership training and mentoring to youth throughout the commonwealth of Pennsylvania.
