PUC Public Input Hearings Scheduled on Rate Changes Proposed by York Water and Wastewater

In-Person and Telephonic Hearings in late August Will Gather Public Testimony on Proposed Water and Wastewater Rate Changes

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today announced four in-person and telephonic hearings in late August to gather public testimony on rate increases for water and wastewater services proposed by the York Water Company (York Water).

York Water serves over 212,000 residential, commercial and industrial customers in Adams, Franklin, Lancaster and York counties.


In-Person Public Input Hearings

In-person public input hearings will be held in York County at the following location and times:

  • Tuesday, August 26, 2025 – Hearings start at 1 p.m. and 6 p.m.
    York County Office Building
    2401 Pleasant Valley Road
    Meeting Room 148
    York, PA 17402


Telephonic Public Input Hearings

Two telephonic public input hearings will be held at the following times:

  • Wednesday, August 27, 2025
     Telephonic hearing #1 will begin at 1 p.m.
     Telephonic hearing #2 will begin at 6 p.m.

PUC Administrative Law Judges John M. Coogan and Emily A. Farren will preside over the public input hearings.


Participating in the Telephonic Input Hearings

The call-in information for the two telephonic hearings is as follows:

To participate in a telephonic public input hearing, please complete the following:

  • You must dial the toll-free Conference number above.
  • You must enter the PIN number above when instructed.
  • You must speak your name when prompted, and press #.
  • Then, the telephone system will connect you to the hearing.

NOTE:  Individuals wishing to testify at a telephonic public input hearing are encouraged to pre-register by 10 a.m. on August 27, 2025. Failure to pre-register could result in you not being called to testify by the PUC Judges.

To pre-register, please email the PUC Judges’ Legal Assistant, LaKisha Jackson, at lakjackson@pa.gov or contact the judges’ office by telephone at 717-787-4497 and provide the following information:

  • Your first and last name.
  • The hearing for which you are registering.
  • The phone number you will be using to call into the public input hearing.
  • A phone number where you can be reached prior to the hearing, if needed.
  • Your email address, if you have one.

If you need assistance pre-registering to testify, you may have someone register for you, but they will need to provide the PUC Judges with all the information listed above. Additionally, if more than one person in your household would like to testify, one person may pre-register for other individuals in the same household by providing the PUC Judges’ Legal Assistant with the information for each individual planning to testify.
 

Requests for Interpreters

If you require an interpreter, please pre-register as soon as possible and indicate the need for an interpreter. If you request an interpreter, the PUC will make reasonable efforts to have one present. The relay service for persons who are deaf or hard of hearing is 1-800-654-5988.


Hearing Exhibits

If you have any hearing exhibits to which you will refer during the hearing, please email them to the PUC Judges, John Coogan and Emily Farren, at jcoogan@pa.gov and efarren@pa.gov.  The judges will forward those exhibits to all the parties.

Exhibits for the public input hearing must be received by the PUC Judges by 10 a.m. on the day before the hearing at which you plan to testify.

Offering Testimony at a Public Input Hearing

The PUC offers tips on how to participate in a public input hearing, including:

  • Prepare what you are going to say beforehand. Even though it is not required, you may want to write out your statement, which can be read.
  • Any formal testimony that is offered during the hearing will become part of the record on which the PUC will issue its final decision.
  • Understand that parties in the case may want to ask you a question to clarify something you said.

Proposed York Water Rate Changes

The changes proposed by York Water would produce an approximate overall annual revenue increase of $20.3 million (28.9%) for water service, along with an annual increase of nearly $3.9 million (44.5%) for wastewater service.  

Under these proposals, the typical residential gravity customer would pay an additional $10.48 per month (21.9%) and the typical residential repumped customer would pay an additional $15.78 (27.9%) for water.  The typical wastewater bills for residential customers would increase between $6.70 and $38.54 (ranging between 7.7% and 87.2%), depending on their service area.

A final PUC decision on the York Water rate increase requests is due by March 1, 2026.
