PA House passes Hill-Evans bill to give commercial truck drivers a second chance

YORK, June 2 – Eligible Pennsylvania truck drivers who once had their commercial drivers’ license revoked would get a second chance under legislation introduced by Rep. Carol Hill-Evans, D-York, and approved today by the Pennsylvania House.
Hill-Evans said her legislation proposes a commonsense solution to the issue of Pennsylvania not having enough truckers to meet demand, a problem transportation experts say is getting worse by the month. Her bill would help fill these jobs by fixing a gap in state law preventing qualified truckers from being able to apply for them.
“My proposal addresses truckers who had their commercial driver's license revoked for even just one driving infraction — a ban that lasts a lifetime if you're a Pennsylvania resident, because unlike most other states, we lack a way for them to have it reinstated after 10 years, and after proving their rehabilitation,” Hill-Evans said.
House Bill 960 would allow a Pennsylvanian with a lifetime ban on their CDL to be eligible to apply to a CDL reinstatement program after 10 years. Those convicted of serious offenses, such as felony distribution of a controlled substance or multiple DUI violations would be disqualified from the program. If someone reoffends after having their CDL reinstated, the privilege would be revoked.
“I’ve met with dozens and dozens of constituents – folks who just want to make an honest living and raise a family – and who are former trucking industry workers under a lifetime ban from holding a CDL due to one mistake. They come hoping to hear we’re working on a path forward for workers like themselves to return to the career they trained for, and that happens to be essential to our needs as a commonwealth,” Hill-Evans said. “To deny trucking industry workers this chance, and our workforce the solution it needs, would be disregarding our responsibility as lawmakers to create fair and effective policies that benefit Pennsylvanians. It would be choosing to revel in prolonged punishment over the American spirit.”
This is the second time Hill-Evans’ measure has passed in the Pennsylvania House with bipartisan support. It passed 155-48 in June 2023 as H.B. 1092 during the 2023-24 legislative session, then languished in the Senate Transportation Committee until expiring.
