Harkins urges SNAP recipients to lock EBT cards, change PINs to prevent skimming theft

HARRISBURG, July 2 -- State Rep. Pat Harkins, D-Erie, today urged SNAP recipients across the Commonwealth to take simple but vital steps -- locking their EBT cards and changing their PINs -- to guard against the rising threat of benefit skimming and theft.

“Our office remains committed to ensuring that the benefits our hardworking families rely on end up where they belong -- in their wallets, not in the hands of criminals,” said Harkins. “By locking your EBT card and updating your PIN just before your benefit is loaded each month, you reduce the risk of thieves striking when balances are highest.”

The reminder comes as the PA Department of Human Services and the Office of State Inspector General continue to investigate reports of card-skimming devices at checkouts that siphon SNAP benefits after payment deposits. Thieves often wait until monthly distributions occur to maximize what they can steal.

The following recommendations are steps SNAP beneficiaries can take now to safeguard their funds:

How to Lock Your EBT Card

Recipients of SNAP or Temporary Assistance for Needy Families can lock or unlock their EBT cards instantly via Conduent’s ConnectEBT app (Apple/Google Play) or at www.ConnectEBT.com.

  • “Lock My Card Everywhere” blocks all purchases, online and in-store.
  • “Lock My Card Outside PA” blocks purchases outside Pennsylvania but allows in-state and online transactions.

Use the auto re-lock feature to automatically secure your card 30, 60, or 90 minutes after unlocking.

How to Change Your EBT PIN

Update your PIN each month, especially right before your SNAP benefit arrives. You can change your PIN:

  • By phone: Call the EBT Recipient Hotline at 1-888-EBT-PENN (1-888-328-7366), available 24/7.
  • Online: Visit the ConnectEBT website.
  • Via mobile apps:
    • Conduent’s ConnectEBT app (Apple/Google Play).
    • myCOMPASS PA app (Apple/Google Play)—also lets you monitor balances and transactions.

Preventing Card Skimming

Before swiping, inspect the card reader for:

  • Unusual thickness or attachments glued/taped over the reader.
  • Loose edges you can gently pull to reveal hidden devices.
  • Absence of security stickers or holograms.

If you spot a skimmer, alert the store immediately, call the Erie Police Department’s non-emergency line at 814-870-1125, and report it to the OSIG Public Benefits Fraud Hotline at 1-800-932-0582.

Reporting Theft and Getting a New Card

If your SNAP benefits are stolen, report the incident to law enforcement and OSIG at 1-800-932-0582. Then request a replacement EBT card -- free of charge -- by calling Conduent at 1-888-328-7366 or your County Assistance Office.

Since Congressional funding for reissuing stolen benefits ended Dec. 20, 2024, Pennsylvanians must act quickly to report theft.
