E-Blast: SNAP & LIHEAP updates, protecting reproductive rights, and more

Hello Neighbors, Community Members and Friends, 

As the federal government shutdown drags on, more of you are expressing concern about your SNAP benefits. In our legislative district alone, over 5,000 households rely on SNAP to keep food on the table. I understand how deeply this shutdown will affect you and Delaware County as a whole.

Here’s what you need to know about the most recent SNAP changes:

  • SNAP is fully funded by the federal government. It is not funded by the state of Pennsylvania. Unfortunately, this means that PA and your local lawmakers can’t fix the issue. We have to wait for Washington to pass a U.S. budget and end the shutdown.
  • Without a federal budget, no SNAP payments will be issued in November. The U.S. Department of Agriculture, which runs the SNAP program, has confirmed that no payments will be sent out for next month.
  • You will be able to spend any money still on your EBT card in November. SNAP benefits do not expire at the end of each month, so check your account via COMPASS or call 800-692-7462 to see if you have a balance.
  • Continue to update your paperwork as usual during the shutdown. Make sure you’re reporting any changes in address, household size, or income as you normally would. Complete your work requirement reporting, as well. When the government reopens, you want your account up to date to avoid further delays in payment.

  • Delaware County is also home to many excellent local food pantries, though we know that many of these organizations are already stretched thin. Please be patient with one another—and with our community helpers—as we weather this storm together.
 

 

Updated SNAP Work Requirements

November 1, SNAP work requirements are changing again. These changes require even more people to meet the SNAP work requirements than before.

To maintain your benefits, you must report that you are working, volunteering, or participating in an education or training program for at least 20 hours per week (or 80 hours per month).

These requirements apply if you:

  • Are 18 to 64 years old
  • Do not have a dependent child under 14 years old and,
  • Are considered physically and mentally able to work

Veterans, those who are homeless, and current or former foster youth are no longer exempt from these requirements.

 

My Office is Accepting Donations to Help our Community

My district office will be accepting nonperishable food items, period products, and baby care essentials to help anyone in need. Donations can be dropped off during regular business hours, Monday through Friday, from 9 a.m. to 4:30 p.m.

Reproductive Rights Bills Clear Committee

This week, the House Judiciary Committee approved an amendment to the Pennsylvania Constitution that would guarantee the right to privacy and ensure that the Commonwealth may not deny or interfere with reproductive freedom. The amendment explicitly protects an individual’s right to choose or refuse an abortion, contraception, or fertility care—free from discrimination.

 

The committee also reported six additional bills supporting access to reproductive health care, moving all seven measures to the full House for further consideration.


As one of the co-chairs of the House Women’s Health Caucus, I am proud to see our Judiciary Committee defending the reproductive rights of people across the Commonwealth.

 

 

Talking About Menopause with the
Governor’s Advisory Commission on Women

This week, the Governor’s Advisory Commission on Women hosted an important conversation on menopause with nationally recognized expert and author of Grown Woman Talk, Dr. Sharon Malone.

 

Menopause is a natural stage of life that affects every woman, yet stigma, confusion, and a lack of resources too often leave women navigating this transition alone. The goal of our event was to normalize conversations about women’s health, provide practical ways to advocate for care, and foster connection, empowerment, and support grounded in evidence-based guidance.

 

Low Income Home Energy Assistance Program Delayed

This Wednesday, the PA Department of Human Services announced that its federal allocation of funds for the Low Income Home Energy Assistance Program, or LIHEAP, is delayed due to the federal government shutdown. 

 

LIHEAP helps low-income households pay for heating utilities throughout the winter months. Rather than opening as planned on November 3, the program will delay its opening until December 3, 2025.
